L CALL TO ORDER
With a quorum of the City Council Members present, Mayor Price called the regular session of
the Fort Worth City Council to order at 7:04 p.m. on Tuesday, February 6, 2018, in the City
Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.

Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Jordan,
that the minutes of the Regular Meeting of January 30, 2018, be approved. Motion
passed 9-0.

1. Changes in Membership on Boards and Commissions
Motion: Council Member Bivens made a motion, seconded by Council Member Zadeh,
that Mr. Will Mitchell be appointed to Place 5 of the Pedestrian and Bicycle
Advisory Commission effective February 6, 2018, with a term expiring
October 1, 2019. Motion passed 9-0.
Motion: Council Member Jordan made a motion, seconded by Mayor Pro tem Shingleton,
that Mr. Willie Tedoe be appointed to Place 6 on the Community Development
Council effective February 6, 2018, and with a term expiring October 1, 2018.
Motion passed 9-0.

XIII. RESOLUTION
1. A Resolution Approving a Resolution Adopted by the Fort Worth
Transportation Authority's Executive Committee, and Each Proposed
Acquisition Described Therein, to Acquire By Eminent Domain, If Necessary,
Certain Parcels of Land Located Within the Territorial Jurisdiction of the City
of Fort Worth, Consisting of Easement Interests in a Total of Approximately
0.283 Acres of Land for the Construction, Extension, Improvement, or
Development of TEX Rail
Ms. Carrie Weir, 3506 Cornell Drive, Arlington, Texas, completed a speaker card in support of
the resolution and was recognized by Mayor Price but did not wish to address Council.
Ms. LaSondra Huggins, 8504 Ohara Lane, completed an undecided speaker card relative to the
resolution and was recognized by Mayor Price but was not present in the Council Chamber.

XIV. ORDINANCE
1. An Ordinance Ordering an Election by the Qualified Voters of the City of Fort
Worth, Texas, on May 5, 2018, on the Question of the Issuance of Ad Valorem
Tax Supported Public Securities for the 2018 Capital Improvement Program
Motion: Council Member Jordan made a motion, seconded by Mayor Pro tem Shingleton,
that Ordinance No. 23108-02-2018 be adopted. Motion passed 9-0.
XV. ZONING HEARING
The Notice of Special Hearing set today as the date for the hearing in connection with
recommended changes and amendments to Zoning Ordinance No. 13896 and that notice of the
hearing had been given by publication in the Fort Worth Star-Telegram, the official newspaper
of the City of Fort Worth, on January 20, 2017.
Mayor Price opened the public hearing.

It was the consensus of the City Council that Mayor and Council Communication G-19213 be
continued to the February 13, 2018, Council meeting.
2. M&C G-19222 - Adopt Ordinance Amending Chapter 2, Article III, Division 2,
Art Commission and Public Art Program, of the Code of the City of Fort
Worth, Texas, 2015, as Amended, to Reduce from Two Percent to One Percent
the Set-Aside for Public Art Funding from the Streets and Mobility
Infrastructure Improvements Proposition of the 2018 Bond Program (ALL
COUNCIL DISTRICTS)
Motion: Council Member Bivens made a motion, seconded by Council Member Byrd, that

Mr. Bob Willoughby, 6731 Bridge Street#125, completed a Citizen Presentation card relative to
Code Compliance and was recognized by Mayor Price but was not present in the Council
Chamber.
Mr. Jim DeLong, 8704 Granite Court, appeared before Council relative to the Task Force on
Race and Culture and provided handouts.
Mr. Robert Baker, 4350 Balboa Drive, appeared before Council relative to the R.D. Evans
Community Center's location to an abortion clinic. Mayor Price directed Mr. Baker to meet with
Assistant City Manager Susan Alanis after the Council meeting.
Mr. Tony Abbs, 5500 Winworth, appeared before Council relative to problems with the Police
Department.
