IN SUPPORT OF THE TWO-YEAR CRIME CONTROL PLAN AND BUDGET AS
ADOPTED BY THE TEMPORARY DIRECTORS
OF THE FORT WORTH CRIME CONTROL AND PREVENTION DISTRICT
WHEREAS on November 8 1994 the Fort Worth City Council unanimously passed
Resolution #2021 proposing the creation of the Fort Worth Crime Control and Prevention
District pursuant to Article 2370c-4 Vernon s Annotated Civil Statutes, and
WHEREAS on November 15 1994 the Fort Worth City Council unanimously passed
Resolution #2025 which named Vernell Sturns, Nick Acuff Dennis Chesshir Rev W G
Daniels, Stan Flores Blame Petrus, and Herschel Winn to the temporary seven member board
of directors, and
WHEREAS in unanimously passing- Resolution #2025 the City Council directed the
Temporary Board of the Fort Worth Crime Control and Prevention District to develop a creme
control plan and budget that included primary consideration for the following City Council
priorities with all funding to be dedicated to law enforcement: i) additional police off cers for
zero tolerance anti-gang enforcement efforts- throughout the city- 2) additional neighborhood
patrol officers; 3) funding for specially targeted intensive law enforcement efforts throughout
the city 4) additional officers for expansion of the Drug Abuse Resistance Education (DARE)
program in our local schools; 5) additional officers for a school safety initiative to make our
schools a safer place for children, 6) funding for capital equipment such as police vehicles, an
updated computer aided dispatch system, for an automated fingerprint system, and for other
related equipment to fully equip the Police Department; 7) funding for demolition of crack
houses as identif ed by the Police Department; 8) program support for the Citizens on Patrol
Program to increase program effectiveness, 9) funding for police storefronts to increase police
visibility throughout our ,city- and funding for salary increases for police officers, and
WHEREAS the Temporary Board of Directors met to develop atwo-year plan and
budget during the months of November December and January and held a public hearing on
December 14 1994 to gather input from the public prior to the adoption of a crime control plan
and budget plan; and
WHEREAS on 3anuary 24 1995 the Temporary Board of Directors finalized and
adopted atwo-year crime control plan and budget as required by Article 2370c-4 Vernon s
Annotated Civil Statutes and voted to order- an election for March 4 1995 for the purpose of
allowing the citizens of Fort Worth to vote for or against the proposition 'The creation of the
Fort Worth Crime Control and Prevention District dedicated to crime reduction programs, and
the adoption of a proposed local sales and use tax at a rate of 1 /2 of one percent. .and

WHEREAS, the Temporary Board of Directors in its deliberations gave primary
consideration to the priorities outlined by the City Council and adopted atwo-year crime
control plan and budget that dedicates all funding to law enforcement and includes crime
control strategies to reduce crime by expanding the zero tolerance anh-gang program,
increasing the number of neighborhood patrol officers, expanding specialized targeted
neighborhood policing sections such as Weed and Seed, expanding the DARE program as well
as providing for increased security in every middle and high school in Fort Worth, replacing
capital equipment such as vehicles, Mobile Data Terminals, and a police helicopter to provide
citizens better response time and. service, providing funding for the demolition of crack houses,
providing additional equipment and support for the Citizens on Patrol program, increasing
police visibility through the expansion of neighborhood storefronts and mobile storefronts, and
providing funds to make police pay in Fort Worth more competitive;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH
Section 2
That the City Council, through the adoption of this resolution, supports the two-year
crime control plan and budget as developed by the Temporary Board of Directors of the Fort
Wirth Crime Control and Prevention Distnct that reflects the priorities of the City Council .and
those of the citizens of Fort Worth, and
Section 2
That the City Council expresses its appreciation to the members of the Temporary Board
of the Fort Worth Crime Control and Prevention District for their hard work, dedication, and
careful consideration in developing the two-year plan and budget.
