Staff will generate a monthly report to keep the Council informed of the volume of development activity, process improvements and outline staff's performance in implementing changes and improving the delivery of plan review and permits. The monthly report will consist of metrics associated with Building Permits, Infrastructure, Stormwater Development, and Water Development Plan review. It will provide updates on continuous development process improvement efforts. The first Fort Worth Development Activity report is attached for your use and information. The following are highlights for the month: January 2018 Highlights Building Permits • In January 2018, 583 new single family permits were issued compared to 341 single family permits issued in January 2017, an increase of 71%. • The City issued 583 new single family permits in January 2018 compared to 268 new single family permits in January 2017 up 118%. • In January 2018, 94 new commercial permits were issued compared to 54 new commercial permits issued in December 2017, up 74% • Total commercial valuation (including remodels and additions) increased from $123 million in December 2017 to $650 million in January 2018. Customer Service • The average Overall Customer Service Satisfaction for 2017 was 79% slightly down from 82% in 2016. The department is working to improve the response rate over time with the additions of new staff and customer service training. • Overall Customer Service Satisfaction was 77% Positive or Very Positive for January 2018, down 2% from December 2017. Compared to the other 1568 survey monkey benchmark organizations, we compare fairly well and are working to improve our satisfaction with our customers. Community Facility Agreements (CFA) • The first projects are continuing to make their way through the new developer-led infrastructure delivery process. One project has progressed through in its entirety. This project was processed through the City's system in 74 days. This is 30 days faster than the projected 104 days in our process improvement report and 188 days faster than our baseline data consisting of the 2016 average processing times. As other projects continue to work their way through the system, they are all meeting or exceeding the projected goals outlined in our development process improvement and we anticipate continued success as we work to implement the remaining recommendations. Development Process Improvements • In response to requests from Council and in association with the Community Facilities Agreements policy update, staff is working with our policy consultant to benchmark other municipalities with regards to developer-led infrastructure delivery policies. The overall goals are to make the policy consistent with changes applicable to state and local laws and streamline the process associated therewith. • Staff is in the process of finalizing project planning for an interactive development portal that will build upon our efforts to develop a web-based query tree system to guide applicants through the entire Fort Worth development process.
