AN ORDINANCE REPEALING ORDINANCE 22975-10-2017 AND INCREASING
ESTIMATED RECEIPTS AND APPROPRIATIONS IN FISCAL YEAR 2017 IN THE
GENERAL CAPITAL PROJECTS FUND IN THE AMOUNT OF $180,000.00, FROM
AVAILABLE FUNDS, TO PROVIDE FUNDING FOR THE LAKE WORTH PLATTING
PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That Ordinance 22975-10-2017 is hereby repealed in its entirety.
SECTION 2.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
General Capital Projects Fund in the amount of$180,000.00, from available funds, to provide funding for the
Lake Worth Platting Project.
SECTION 3.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 4.
That this ordinance shall be cumulative of Ordinance No. 22394-09-2016 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 5.
This ordinance shall take effect upon adoption.

Adopt Corrected Appropriation Ordinances to Facilitate Closure of the Lake Worth Trust Fund as Part of
Fiscal Year 2017 Closeout (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached ordinance, repealing Ordinance No. 22974-10-2017 and enacting a corresponding
corrected appropriation, increasing estimated receipts and appropriations in Fiscal Year 2017 in the Lake
Worth Trust Fund in the amount of$180,000.00; and
2. Adopt the attached ordinance, repealing Ordinance No. 22975-10-2017 and enacting a corresponding
corrected appropriation, increasing estimated receipts and appropriations in Fiscal Year 2017 in the
General Capital Projects Fund in the amount of$180,000.00.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to adopt corrected appropriation
ordinances to facilitate closure of the Lake Worth Trust Fund as part of the Fiscal Year 2017 closeout.
On October 24, 2017, the City Council approved M&C L-16088, which authorized transfer of$180,000.00
in residual funds from the Lake Worth Trust Fund (25008) to the General Capital Fund (30100) to provide
funding for the platting of certain leased City-owned land in the vicinity of Lake Worth. That M&C also
adopted two ordinances (22974-10-2017 & 22975-10-2017), which increased appropriations in each of the
affected Funds.
Staff intended for these action to be effective for Fiscal Year 2017 so that closure of the Lake Worth Trust
Fund could be accomplished as part of year-end closing efforts. Unfortunately, language to that effect
was omitted from the M&C, and the ordinances that were attached incorrectly referenced the current
Fiscal Year.
Further action facilitating closure of the of the Lake Worth Trust Fund occurred on December 12, 2017,
when the Mayor and Council approved M&C G-19183, which transferred and reappropriated other
residual funds. This second M&C explicitly noted that the actions were to be effective in Fiscal Year
2017.
Approval of the current M&C and adoption of the attached ordinances will correct the error and allow the
Lake Worth Trust Fund to be closed effective as of the end of Fiscal Year 2017 as intended.

This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the attached ordinances, funds will be available in
the Lake Worth Trust Fund in Fiscal Year 2017 as needed to close the fund.
