AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GENERAL FUND IN THE AMOUNT OF $40,000.00
AND DECREASING THE UNRESERVED, DESIGNATED FUND BALANCE BY
THE SAME AMOUNT, FOR THE PURPOSE OF EXECUTING A
PROFESSIONAL SERVICES AGREEMENT WITH PUBLIC FINANCIAL
MANAGEMENT, INC., TO CONDUCT COMPARATIVE VALUATION
SERVICES/ANALYSIS OF CIVIL SERVICE SALARIES AND BENEFITS;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING -THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-
2009 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in General Fund in the amount of $40,000.00 and decreasing the unreserved,
designated fund balance by the same amount, for the purpose of executing a Professional Services
Agreement with Public Financial Management, Inc., to conduct comparative valuation
services/analysis of civil service salaries and benefits..
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize a Professional Services Agreement Not to Exceed $40,000.00 with Public Financial
Management, Inc., to Perform Comparative Valuation Services/Analysis of Civil Service Salaries
and Benefits and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to:
1. Adopt the attached supplemental appropriation ordinance increasing appropriations in the General Fund
by $40,000.00 and decreasing the unreserved, designated fund balance by the same amount; and
2. Authorize the execution of a professional services agreement with Public Financial Management, Inc., in
the amount of approximately $40,000.00 to conduct comparative valuation services/analysis of civil service
salaries and benefits.
DISCUSSION:
Public Financial Management, Inc., (PFM) is a provider of independent financial and investment advisory
services for municipal entities. PFM supplies governmental entities, such as cities, with information
regarding capital planning, revenue forecasting and evaluation, and resource allocation and structuring.
PFM will provide the City with technical analysis and advice regarding civil service benefits and pay. PFM
will use its national experience with specialized functional expertise, regional knowledge and local
information to evaluate a spectrum of City benefits in comparison with what similar cities provide.
PFM will work with the City Human Resources Department to supplement and verify their findings regarding
equivalent pay and benefits, in particular for civil service employees.
City staff will use the information derived from PFM's findings to (1) assess the market trends; (2) determine
benefit valuation; (3) determine and set market benchmarks; and (4) establish or modify benefit forecasting
protocols.
Final Report -The consultant will prepare a written summary and analysis of any collected data with an
expenditure analysis benchmarking other cities of similar size and submit a report for City staff review.
M/WBE - A waiver of the goal for M/WBE subcontracting requirements was requested by the Legal
Department and approved by the M/WBE Office because the purchase of goods or services is from a
source where subcontracting or supplier opportunities are negligible.
FISCAL INFORMATION/CERTIFICATION:
The Financial Services Management Director certifies that upon approval of the above recommendations

and adoption of the attached supplemental appropriation ordinance, funds will be available in the current
operating budget, as appropriated, of the General Fund. Upon approval, the unaudited, unreserved,
undesignated fund balance of the General Fund will be $55,145,714.73, which is $1,246,999.73 available
above the minimum reserve fund balance of $53,898,715.00 required by the City's Financial Management
Policy Statements (i.e., 10 percent of the current-year adopted budget expenditures less the annual transfer
from the General Fund to the Debt Service Fund).
