Authorize the City Manager to execute Amendment No. 2 to City Secretary Contract No. 26198 with the Texas Natural Resources Conservation Commission (TNRCC) in the amount of $104,000 for the continued operation of local air pollution monitoring sites for the period September 1, 2001, through August 31, 2002; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $104,000 in FY2001-2002, subject to receipt of an executed contract. DISCUSSION: On August 15, 2000 (M&C G-12984), the City Council approved an interlocal agreement with the TNRCC for the period September 1, 2000, through August 31, 2001, that specified payments to the City in the amount of $44,000 for the operation of six air pollution monitoring sites during FY2000-2001. On May 8, 2001 (M&C C-18585), this agreement was subsequently amended to increase the current contract amount to $74,000. The TNRCC has submitted a contract amendment that increases the- unit price per monitor for the monitoring activities. This amendment raises the annual contract amount from $44,000 to $104,000 for FY2001-2002. In 1998, the U. S. Environmental Protection Agency revised its measurement standards for particulate matter (PM) emissions into the atmosphere. Since FY1999-2002, the TNRCC has contracted with the City for operation and maintenance of the monitoring equipment they provide for six PM monitoring stations. The location of each station is as follows: Environmental Resource Center 5000 Martin Luther King Freeway (2 monitors) Diamond Hill Community Center 1701 NE 37th Street (1 monitor) Haws Athletic Center 600 Congress Street (2 monitors) Fire Station No. 23 3201 Portales Drive (1 monitor) The City is responsible for retrieving the sampling data, sending it for analysis, and performing regular maintenance activities on the equipment under the terms of this contract.
