RATIFY APPLICATION FOR AND AUTHORIZE ACCEPTANCE OF THE GRANT PROJECT
FOR THE FISCAL YEAR 2018 CJD RIFLE-RESISTANT BODY ARMOR GRANT PROGRAM
FROM THE STATE OF TEXAS,OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION
AND MAKING ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE
GOVERNOR'S OFFICE
WHEREAS, the Criminal Justice Division of the Governor's Office (CJD) funds grant projects
throughout the state; and
WHEREAS,the City Council of the City of Fort Worth finds that it is in the best interest of the citizens
of Fort Worth to utilize grant funds from the CJD for Fort Worth Police Department's and Marshal's rifle-
resistant body armor program during the Fiscal Year 2018 Grant Cycle; and
WHEREAS,the release of the grant funds is contingent upon the completion of specified requirements
set by the CJD, including the passage of a Resolution by the City Council containing certain assurances.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH,TEXAS, THAT:
1. The City Council ratifies the above-referenced grant application and, if awarded, acceptance of the
Fiscal Year 2018 CJD Rifle-Resistant Body Armor Grant Program from the State of Texas, Office of
the Governor, Criminal Justice Division;
2. The City Council designates the City Manager,through the Assistant City Manager for Police,to apply
for, accept, reject, alter or terminate this grant on behalf of the City; and
3. In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be returned
to the CJD in full.

Authorize Execution of Related Grant Agreement, Adopt Resolution and Adopt Appropriation Ordinance

RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for and authorize the acceptance of, if awarded, the State of Texas, Office of the
Governor, Criminal Justice Division, Rifle-Resistant Body Armor Grant Program in an amount up to
$275,408.42;
2. Authorize the execution of a Grant Agreement with the State of Texas, Office of the Governor, Criminal
Justice Division for the Rifle-Resistant Body Armor Grant Program;
3. Adopt the attached resolution for acceptance of grant funds and to make assurances as required by the
State of Texas, Office of the Governor, Criminal Justice Division; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Operating State Fund in the amount of$275,408.42 upon receipt of the grant.
DISCUSSION:
In response to the July 7, 2016 shooting of police officers in Dallas, Texas, the Criminal Justice Division
(CJD) of the Governor's Office created a grant program to assist agencies in the purchase of rifle-resistant
body armor. The Fort Worth Police Department, in conjunction with the Fort Worth Marshal Division,
submitted an application in the amount of$275,408.42 for 585 Type III and 67 Type IV vests. The overall
goal of this project is to increase the safety of Texas law enforcement officers and prevent further loss of
life in active shooter situations.
This grant does not require a grant match from City funds.
Indirect costs are not allowable expenses under this grant.
This grant serves ALL COUNCIL DISTRICTS.
This contract will be with a governmental entity, state agency or public institution of higher education:
State of Texas, Office of the Governor, Criminal Justice Division.

FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, funds will be available
in the Fiscal Year 2018 Operating Budget, as appropriated, of the Grants Operating State Fund. Grant
funds will be received on a reimbursement basis.
