HomeMy WebLinkAboutOrdinance 23124-03-2018 Ordinance No. 23124-03-2018 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $224,000.00, SUBJECT TO THE RECEIPT OF GRANTS FOR THE REGIONAL SOLID WASTE IMPLEMENTATION GRANT PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $224,000.00, subject to the receipt of the grants, for the Regional Solid Waste Implementation Grant Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 22927-09-2017 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the Applications for and Acceptance of, if Awarded, Multiple Grants from North Central Texas Council of Governments Fiscal Year 2018 and 2019 Regional Solid Waste Implementation Grant Program: a) Styrofoam Recycling Equipment in the amount of$115,000.00 b) Residential Organics (Food Scraps) Drop-Off Pilot Program in the amount of$49,000.00 c) Mobile Repair Cafe in the amount of$25,000.00 2. Authorize the Use of Budgeted Funds from the Solid Waste Fund in an amount up to $35,000.00 for the Residential Organics Drop-Off Pilot Program; 3. Authorize the Execution of Grant Contracts, if Awarded; 4. Authorize the acceptance of additional funds not to exceed $35,000.00 if excess funds become available at the end of the grant period; and 5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in an amount up to $224,000.00, contingent upon receipt of any or all three grants. DISCUSSION: The grant money originates through the Texas Commission on Environmental Quality and is allocated to the NCTCOG as a pass-through entity. The Solid Waste Division of Code Compliance is applying for the following three grants (through NCTCOG) which advance specific item actions of the City's 2017-2037 Comprehensive Solid Waste Management Plan. Styrofoam Recycling Eguipment ($115,000.00) Logname: 2323REGIONALSOLIDWASTE-FY18-19-IMPLEMGRANTS Page 1 of 3 Polystyrene foam, also commonly known as Styrofoam, is widely used to keep electronics and other fragile items safe for transportation and is expected to become more widespread as e- commerce continues to grow. This grant project will introduce Styrofoam recycling at the City's four drop-off stations (DOS) and Environmental Collection Center (ECC). Grant funds will be used to purchase (1) polystyrene foam densifier, (4) double axle 14 ft. trailers enclosed with an opening on the side and wrapped with messaging to advertise the program and educate residents on accepted materials. Residents will drop-off materials in a designated trailer at the DOS or directly at the ECC. Once full, trailers will be transported from the DOS to the ECC where the densifying equipment will be housed and operated. During the initial phase of the pilot, recycling will be offered to only Fort Worth residents, but services will eventually be made available to citizens of the ECC's participating cities. Styrofoam is the seventh most searched term of all time in the City of Fort Worth Garbage and Recycling app demonstrating residents' desire to divert this material. Additional benefits of adopting the program include: • Earn money from selling densified materials. The City of Frisco is the only city in the region currently recycling Styrofoam and sell their processed foam to end markets for $0.27/lb. for a full truck (24 tons) or $0.22/lb. for a half-full truck (12 tons). • Build local markets for recycled Styrofoam. • Divert waste from the landfill and keep small particles from entering the waterways. Residential Organics (Food Scraps) Drop-Off Pilot Program ($49,000.00) A 2013 waste characterization study found that approximately 25 percent of the City of Fort Worth's residential waste stream is comprised of food and food contaminated paper, all materials that can been composted. This pilot program will enhance the existing backyard composting program and expand access to composting to multi-family residents, homeowners without backyard composting, and residents who already compost at home but cannot process certain materials, such as meats, eggs, and dairy. In addition to reducing waste disposed at the city landfill, this program will provide air quality benefits by reducing methane emissions from the landfill. This grant will support a subscription pilot program for citizens to drop-off food waste at designated sites. Potential partners on this project for initial and ongoing education include: • Fort Worth Botanic Garden • Fort Worth Parks and Community Services Department • Master Composter volunteers • Community gardens • Neighborhood associations • Food banks • University green teams Furthermore, NCTCOG has placed a higher priority on food waste diversion projects for this grant cycle. This program would be a first for the region and will serve as a demonstration project for all the cities in the NCTCOG region. The City's Solid Waste Division of Code Compliance has allocated funds for required expenditures in the adopted Fiscal Year 2018 Solid Waste Budget of$35,000.00 for the Logname: 2323REGIONALSOLIDWASTE-FY18-19-IMPLEMGRANTS Page 2 of 3 Residential Organics Drop-Off Pilot Program. Mobile Repair Cafe ($25,000.00) This grant project will encourage and challenge residents to think differently about their household items that no longer work. Repair Cafes are community supported events that provide free repair services for residents but they can also provide technical assistance for do-it-yourself fixers working on an item themselves. Item categories include electronics, bicycles, clothing, toys, power tools and jewelry. These items are often considered trash once they stop working or are damaged in any way but they still have value. Although every item taken to the Repair Cafe may not be fixed, there's a good chance that they will be or that residents will learn something about the way their item worked. A recent study of Community Repair Events showed that on average, 70 percent of the household items are successfully repaired. While changing residents' attitudes and behaviors about repair and a throw-away culture is the primary goal, Repair Cafes also provide an opportunity for people to volunteer and utilize their skills to help the public. This type of collaboration creates new friendships, community connections and enables people to volunteer for the greater good. A mobile repair cafe would be a first in the United States that would utilize the recently approved Code Emergency Response Trailer (M&C P-12147). The grant funding would be used for repair tools and parts, rolling cabinets that can be used inside the trailer or outside (and serve as a working table), outreach materials and online education. This contract will be with a governmental entity, state agency or public institution of higher education: North Central Texas Council of Governments. This program serves ALL COUNCIL DISTRICTS. FISCAL INFORMATION /CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant (s), and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Operating State Fund. The grant funds will be made available by the Grantor on a reimbursement basis after both Grantor and the City have signed the Grant Agreement.
