CHANGE ORDER
Regional Storm Water Management Program
of North Central Texas:
FY2001 Regional Storm Water Monitoring
The NCTCOG and the City of Fort Worth(hereafter referred to as the"participant")have executed an
Interlocal Agreement to provide a structure through which the participants can pursue initiatives that assist with
Federal NPDES storm water permit requirements including cooperative regional wet weather monitoring. Each
year's monitoring work program and cost-share is based on a tentative storm water sampling schedule.
This change order is necessary in order to accommodate additional,unplanned sampling that occurred. Last
year, 11 scheduled samples were not obtained due to various reasons and an additional 11 stations had one or
more individual parameters that were not collected,again for various reasons. These reasons are documented in
the 1999-2000 Annual Regional Monitoring Report. At the end of last fiscal year,the USGS billed the program
$24,000 less than projected due to the diminished sampling effort. Missed samples and/or parameters have also
accumulated from prior years. The Phase I city representatives had given the U.S. Geological Survey(USGS)
instructions to try and make up missed samples whenever possible. This past year's more than normal rainfall
has made possible the collection of not only the 76 scheduled samples but also an additional 34 make-up
samples. Furthermore, in order to make possible the additional collection of samples,the USGS was directed to
augment their field collection staff with staff from a local laboratory when needed. This was pursuant to a
standing agreement the Regional Monitoring Program has with a local laboratory and incurs an additional cost
as a result. The local laboratory staff was used once during the past sampling year, at a cost of$2,133.
The additional costs incurred by the local laboratory for the added sample analysis and the field collection
assistance has been prorated according to the agreed upon cost-share formula. The additional cost-share of the
City of Fort Worth for the 2000-2001 sampling year is$1,646.
Execution of this Change Order is considered a formal part of the Interlocal Agreement,and obligates the
participant's cost share as identified above.
The undersigned, duly authorized to make such obligations,represent NCTCOG's and the City of Fort

CENTRAL TEXAS COUNCIL OF GOVERNMENTS FOR THE REGIONAL STORM WATER
MANAGEMENT PROGRAM
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute a contract amendment
for City Secretary Contract No. 26318 with the North Central Texas Council of Governments
(NCTCOG) for FY2000-2001 storm water monitoring assistance as part of the regional storm water
management program in the amount of$1,646.
DISCUSSION:
On October 10, 2000 (M&C C-18283), the City Council authorized the City's continued participation in
the NCTCOG's regional wet weather monitoring program. The sampling and analysis conducted under
this program will allow the City to meet its requirements under the National Pollution Discharge
Elimination System permit issued by the Environmental Protection Agency.
In prior years, not all required samples were collected due to dry weather conditions. This year's
significant rainfall has allowed for additional sampling to make up for missed samples. The City's
prorated cost amounts to $1,646 for the additional sampling and analysis. The $1,646 is in addition to
the $62,000 approved in the contract.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that funds are available in the current operating budget, as appropriated,
of the General Fund.
