With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:01 p.m. on Tuesday, March 6, 2018, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
M&C L-16108 will be continued until March 20, 2018.
b. Upcoming and Recent Events
Town Hall Meeting Sponsored by the Task Force on Race and Culture on Thursday, March 8,
2018, from 6:30 pm— 8:30pm at Tarrant County College South Campus (Student Center Dining
Hall) 5301 Campus Drive.
c. Organizational Updates and Employee Recognition(s)
The Fort Worth Police Department was recognized for achieving Recognized Status from the
Texas Police Chief's Association.
Council Member Zadeh recognized Municipal Court for it Courts in the Community program.

Planning & Development, 3947, 3951 East Loop 820 South, and 5710 Grayson
Street and 5737 Oakdale Drive; From: "PD/G" Planned Development for all
uses in "G" Intensive Commercial plus Outdoor Storage, Crane and Truck
Parking, and Vehicle Maintenance and Repair; site plan waived (Loop
820/Grayson) and "I" Light Industrial (5737 Oakdale Dr.) To: Amend "PD/G"
to add Steel Fabrication for Loop 820/Grayson Street, site plan waiver

4. Overview of Significant Zoning Cases — Dana Burehdoff, Planning and
Development Department
Council Member Allen Gray arrived and took her seat at the table.
5. Briefing on Bob Bolen Facility Use—Mark Rauscher,Fire Department
Mr. Mark Rauscher, Fire Department, provided a briefing on Bob Bolen facility use. He
provided information on current revenue estimates and licensing agreements. Next steps include
finalizing fee waiver program and license agreement terms and appropriate FY 19 budget items.
A demand analysis and future marketing strategies will be developed.

6. Briefing on Expansion of Smoking Ordinance — Brandon Bennett, Code
Compliance Department
Mr. Brandon Bennett, Code Compliance Department, provided an update on the smoking
ordinance and discussed policy considerations on expanding the prohibition outdoors. Staff was
directed to bring back an ordinance banning smoking in city parks except for outdoor areas of
golf courses and Will Rodgers Complex and potentially in certain areas of parks.
7. Update on Proposed Transportation Impact Fee Collection Rates — Randle
Harwood,Planning and Development Department
Mr. Randle Harwood, Planning and Development Department, provided an update on the
proposed Transportation Impact Fee collection rates. Staff is recommending using the current
rates and applying a 25% inflation factor. Staff is also recommending leaving the rate as it is
through the end of December and the new rated to go into effect January 1, 2019. An ordinance
will be brought for action at the March 20, 2018 Council meeting.
8. City Council Requests for Future Agenda Items and/or Reports
Council Member Allen Gray—Update on negotiations with the towing companies.
Councilmember Jordan—Update on School Resource Officers.
Council Member Bivens—report on Maker Spaces/Maker City.
9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290)
There being no further business, Mayor Price adjourned the City Council Work Session at
4:47 p.m.
