The purpose of this Informal Report is to provide information on the leadership training that is to be provided to
City officials, community leaders, and interested citizens as part of the City's Initiative on Race and Culture.
On August 1, 2017, the City Council adopted Resolution 4817-08-2017, appointing a 23-member Task Force
on Race and Culture to advise the City Council about various issues relating to race and culture. In addition to
the appointment of the Task Force, the City hired two consultants, the National League of Cities (NLC) and
Estrus Tucker, to assist the Task Force with the following three tasks:
1. Community conversations
2. Assessment of disparities
3. Leadership training
In regard to the leadership training, the consultants have been contracted to provide leadership training
targeting City officials, community leaders, and interested citizens.
Training for City Officials
The leadership training to be provided to City officials will be focused on several objectives: understanding
promising practices in local government to advance racial and cultural equity; developing a shared
understanding and common definitions for advancing racial and cultural equity; identifying opportunities to use
a racial and cultural equity tool and data to drive results; and building an internal infrastructure for racial and
cultural equity that includes opportunities to partner with the community. NLC will conduct a three-part
leadership development training series on racial and cultural equity with Fort Worth elected and appointed
officials, assistant city managers, department heads, and assistant directors.
The content for each of the three full-day training sessions, subject to modifications based on new learning or
developments from previous sessions, is summarized as follows:
• Leadership 101 REAL Fundamentals: Understanding Racial and Cultural Equity in Local Government—
This session provides an introductory overview for City officials on the history of institutional and
structural racism in America. This training will equip leaders with a shared language for racial and
cultural equity, examine existing racial and cultural disparities in the city and their implication for
advancing racial and cultural equity, and introduce important concepts and tools for organizing and
operationalizing racial and cultural equity. Key learning topics for this session include: equity versus
equality, implicit and explicit bias, individual and institutional bias, levels of racism, racial and cultural
equity tools, disaggregating data, and community engagement strategies.
• Leadership 201 REAL Intermediate:Advancing Racial and Cultural Equity in Local Government—This
session will explore the implications and impacts of institutional and structural racism for the City. City
officials will spend a significant amount of time learning about how to use a racial and cultural equity
tool as they explore structural changes to daily operations, budgeting, communications, community
engagement and decision-making. Key learning topics for this session include: institutional and
structural racism, racial and cultural equity tools, racial and cultural equity goals, community
engagement strategies, head versus heart strategies, inside versus outside strategies, and
communication tools for talking about race and culture.

• Leadership 301 REAL Action: Taking an Operational Approach to Advancing Racial and Cultural Equity
—This final session will be an opportunity for City officials to review the subject matter identified from
the past Community Conversations and current issues shared from the Task Force. City officials will
learn and apply the racial and cultural equity tool to these priorities and determine an approach for
advancing racial and cultural equity in the city that aligns with the Task Force and could include the
development of a racial and cultural equity plan. Key learning topics include: racial and cultural equity
tools, racial and cultural equity goals, and case studies.
Training for Community Leaders and Interested Citizens
The leadership training targeting community leaders is intended to assist leaders with developing and
practicing respectful, honest and often transformational dialogues. The training is intended to create a safe
space to nurture personal and professional integrity and the courage to act on it; develop an understanding
that we are all in this together; develop an appreciation of the value of"otherness"; develop an ability to hold
tension in life-giving ways; develop a sense of personal voice and agency; and develop a capacity to create
community. Additionally, the community leadership training will appropriately align with key sessions from the
City leadership training to support and facilitate collaboration and cooperation.
Estrus Tucker will conduct the leadership training, targeting a combination of Task Force members, a diversity
of faith leaders, community organization/group leaders and neighborhood leaders. The training will utilize the
Center for Courage & Renewal's Circle of Trust® guidelines and Touchstones®, as well as the practices of
Parker J. Palmer's Habits of the Heart& The training will include:
• Narrative Change: Examine ways to create and distribute new narratives in communication, digital and
social media, in a way that can influence people's perspectives, perceptions and behaviors about and
toward one another. Explore the efficacy of our diverse stories as resources for advancing civic
engagement and positive community change.
• Racial and Cultural Healing and Relationship Building: Focus on ways to heal from the wounds of the
past, to build mutually respectful relationships across racial and ethnic lines that honor and value each
person's humanity, and to build trusting intergenerational and diverse community relationships that
better reflect our common humanity.
• Other: Appropriate integration of NLC REAL learning topics
The selection of participants for the community leadership training will involve a process of nomination,
invitation, and selection.
Community Leaders
The Mayor and each Council member will be invited to nominate five community leaders, while the Task Force
members will each be invited to nominate three community leaders.—Individuals nominated will receive an
invitation from the Mayor that will include a list of training dates. Nominees will be invited to select their first
and second choice(s) for training — presented either in one full-day or two half-day training sessions. Also
included in the invitation will be a brief description of the training objectives, outcomes, and intentions.

Interested Citizens
An invitation will be extended to the general public without a nomination. The invitation will provide an offering
of three training dates, presented either in one full-day or two half-day training sessions.
