WHEREAS, the CONTRACT was subsequently revised by: Amendment Number 1
in the amount of $28, 660 . 00 which was administratively authorized on the
7th day of January, 2013; and Amendment Number 2 in the amount of
$74, 500 . 00 which was authorized by M&C C-26487 on the 7th day of October,
2013; Amendment Number 3 in the amount of $125, 500 . 00 which was authorized
by M&C C-27095 on the 11th day of December, 2014; Amendment Number 4 in the
amount of $104, 077 . 95 which was authorized by M&C C-27677 on the 12th day
of April, 2016; Amendment Number 5 in the amount of $114, 035 . 00 which was
authorized by M&C C-28135 on the 7th day of March, 2017; and
WHEREAS, the CONTRACT involves engineering services for the following
project:
GARDEN ACRES BRIDGE PHASE II; and
WHEREAS, it has become necessary to execute Amendment No. 6 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement, which
amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated November 21, 2016, a
copy of which is attached hereto and incorporated herein. The cost to
City for the additional design services to be performed by Engineer totals
$44, 784. 00. (See Attached Funding Breakdown Sheet, Page -3-)

Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $977, 489. 53.

Additional Construction Phase Services
Dear Ms. Smith:
Construction Progress Meetings
The current construction schedule indicates August, 2018 as the completion of construction.
Initially, it was anticipated that bi-weekly construction progress meetings would be held. URS
Corporation/AECOM Technical Services, Inc. (URS/AECOM) included attendance at 28 construction
progress meetings in the scope of work identified in Supplemental Agreement No. 5. However,
TxDOT and the Contractor instituted weekly construction progress meetings. As of the date of this
letter, URS/AECOM personnel have attended a total of 34 construction progress meetings. It is
anticipated there will be another 45 weekly construction progress meetings through the end of
August, 2018.
Submittal, Shop Drawing and Request for Information Review
There have been approximately 37 shop drawing/material submittals and 39 Requests for
Information (RFI) made by the Contractor during the construction phase of the project to-date. It is
anticipated more shop drawing/material submittals and RFI's will be forthcoming as construction
progresses to completion. URS/AECOM has expended all the funds previously scoped for the
review and disposition of shop drawing/material submittals and RFI's. Therefore, URS/AECOM
requests additional funds be provided to review and respond to future submittals and RFI's.
The supplemental fee is proposed to be performed on a time and materials basis with a maximum
amount not-to-exceed of$44,784.00 without prior written authorization. A summary of the total
project fees is as follows:

SUBJECT: Authorize Execution of Amendment No. 6 to City Secretary Contract No. 43361, an
Engineering Services Agreement with URS Corporation n/k/a AECOM for the Widening of
Garden Acres Bridge Over IH-35W, in the Amount of$44,784.00 for Additional
Construction Phase Services Thereby Increasing the Contract Amount to $977,489.53

RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 6 to City
Secretary Contract No. 43361, an Engineering Services Agreement with URS Corporation n/k/a
AECOM, in the not-to-exceed amount of$44,784.00 for additional Construction Phase Services,
thereby increasing the contract amount to $977,489.53 (C01802).
DISCUSSION:
Garden Acres Bridge is a six lane principal arterial on the City's Master Thoroughfare Plan with bike
lanes on the City's Bike Fort Worth Plan. The Garden Acres Bridge project includes the construction of
an additional three lane bridge structure parallel and adjacent to the existing bridge. The second
bridge will provide additional capacity which will help to minimize congestion and traffic delays. The
project will also increase safety by providing protected left turn lanes, bike lanes, sidewalks and new
traffic and pedestrian signals. In conjunction with the new bridge there will be minor upgrades to the
existing three lane bridge to increase its capacity.
Under Amendment No. 6, URS Corporation (URS) (n/k/a AECOM)will perform additional Construction
Phase Services as necessary. The table below recites the contract and amendment history. URS
proposes to complete Amendment No. 6 for a not-to-exceed amount of$44,784.00. Staff considers
this fee to be fair and reasonable for the additional scope of services.
Under an Advance Funding Agreement for construction Mayor and Council Communication (M&C C-
27677), City Council authorized execution of an Agreement with TxDOT with City participation in the
amount of$1,438,227.00. Construction started on this project in January 2017 with estimated
completion in August 2018.
