NAMING THE TEMPORARY DIRECTORS
OF THE FORT WORTH CRIME CONTROL AND PREVENTION DISTRICT
AND URGING THE TEMPORARY DIRECTORS TO GIVE
STRONG CONSIDERATION TO THE CITY COUNCII. PRIORITIES IN THE
DEVELOPMENT OF A CRIME CONTROL AND BUDGET PLAN
WHEREAS on November 1 1994 the Fort Worth City Council passed Resolution #
2421 proposing the creation of the Fort Worth Crime Control and Prevention District which
is a special district created under the Article 2370c-4 VACS dedicated solely to crime
reduction programs, and
'WHEREAS by proposing the creation of the Distnct, the Fort Worth City Council
must name a temporary seven member board of directors; and
WHEREAS this temporary board of directors is charged by state law with the
responsibility of developing a two year crime control plan and budget plan subject to final
approval by the City Council, and
WHEREAS the temporary board of directors is also charged by state law to give
proper notice and- hold a public hearing to gather input from the public prior to the adoption
of a crime control plan and budget plan, and
WHEREAS, once adoption of a cnme control plan and budget plan occurs, the
temporary board may order an election for the purpose of allowing the voters to vote for or
against the proposition The creation of the Fort Worth Crime Control and Prevention District
dedicated to crime reduction programs and the adoption of a proposed local sales and use tax
at a rate of 1 /2 of one percent. and
WHEREAS state law requires that the temporary board consists of appointees that live
within the proposed district; and
WHEREAS the Fort Worth City Council through this resolution names the members
of the temporary board and also outlines the desire of the Council as a whole to strongly urge
the temporary board to develop a crime. control plan and budget plan that reflects the priorities
of the City Council and the citizens of Fort Worth,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH

Section 1
That pursuant to Article 2370c-4 the City Council appoints the following persons, who
reside in the city of Fort Worth, to serve as temporary directors of the Fort Worth Cnme
Control and. Prevention District:

That the newly named temporary board of the Fort Worth Crime Control and Prevention
District is directed to develop a crime control plan and budget plan that includes primary
consideration for the following City Council priorities with all funding to be dedicated to law
enforcement:
• additional police officers for zero tolerance anti-gang enforcement efforts throughout the
city
• additional neighborhood patrol officers,
• funding for specially targeted intensive law enforcement efforts throughout the city
• additional officers for expansion of the DARE programs in our local schools;
• additional officers to make our schools a safer place for children through a school. safety
initiative,
• funding for capital equipment such as police vehicles, an updated computer aided
dispatch system, for an automated fingerpnnt system, and for other related equipment
to fully egwp the Police Department,
• funding for demolition of crack houses as identified by the Police Department;
• program support for the Citizens on Patrol Program to increase program effectiveness,
• funding for police storefronts to increase police visibility throughout our city
• funding for salary increases for police officers.

CRIME CONTROL DISTRICT BOARD RESOLUTION OF INTENT
FOR THE CITIZENS OF FORT WORTH
WHEREAS the Fort Worth Cnme Control District Board has voted to call an election on
Saturday March 4 1995 for voter consideration of a Crime Control District funded through
the dedication of a half cent sales tax increase, and
WHEREAS state law requires the Crime Control District to fund additional law
enforcement programs and services of the Fort Worth Police Department which are identified
by this Board and approved by the .Fort Worth City Council,. and
WHEREAS state law requires. the Crime Control Board to keep its records available for
public inspection and conduct open meetings and public hearings and
WHEREAS state law forbids the Cnme Control Distract to incur any long. term debt for the
City of Fort Worth, anal
WHEREAS state law requues the City to conduct an annual audit of the efficiency and
effectiveness of the Crime Control District programs for review by the Crime Control Board
and general public and
WHEREAS state law requires the Cnme Control Distract and dedicated half cent sales tax
to automatically terminate at the end of five years if not re-approved by a citizen. vote
NOW THEREFORE BE IT RESOLVED by the Temporary Board of the Fort Worth
Cnme Control and Prevention District,
That the express intent of the Cnme Control District Board for the current and future Fort
Worth City Councils and future Crime Control Boards is outlined below
• That all funding be earmarked for law enforcement with an emphasis on
reducing violent, gang related, and ,juvenile criminal activity
• That current police department law enforcement efforts may not be decreased.
• That funding specifically be provided for additional police officers ass~d tci
middle schools and high schools in the. city '~
• That funding specifically be provided to increase patrol officer presence in
neighborhoods throughout the city
•
• That funding specifically be provided for expanded support of citizen crime
prevention programs such as Citizens on Patrol and 'Neighborhood Cnme
Watch.

That reserve funds from the dedicated anti-crime sales tax be set aside each
year to cover the cost of phasing out the Crime Control District if the voters
or City Council elect not to continue it.
That should the Crime Control Distract be dissolved, the City Council not be
obligated to continue any programs funded by the Crime Control Distract.
That should the Crime Control District be dissolved, down-sizing of the
additional police officers is expected to occur through normal attrition and if
necessary employee layoffs of the added police officers
That should the Crime Control District be dissolved, continuation of the police
pay adjustments funded by the Crime Control District not be binding upon the
City Council
AND BE IT FURTHER RESOLVED that this Resolution of Intent by the Crime
Control Board be adopted by similar resolution by the Fort Worth City Council to officially
cement and safeguard our intent for the Crime Control District with the citizens of Fort
Worth.
Adopted unanimously by the Temporary Board of the Fort Worth Crime Control Board this
13th day of January 1995
