FEDERAL AVIATION ADMINISTRATION
AGREEMENT
OPERATION OF AIRPORT TRAFFIC CONTROL TOWER
(Constructed by the Government)
THIS AGREEMENT is to be attached to and made a part of Lease No. FA66SW-1213
between and the United States of America, acting by and through the FEDERAL AVIATION
ADMINISTRATION, hereinafter called the FAA and THE CITY OF FORT WORTH, TEXAS
operating its airport known as Meacham Field Airport located at Fort Worth, Texas, hereinafter
called the Lessor, and this said Agreement shall be executed by the parties hereto independently
of said lease to which it is to be a part.
WHEREAS, an Airport Traffic Control Tower has been erected on the leased plot by and
at the expense of the FAA; and
WHEREAS, it is in the public interest that the said airport traffic control tower on the
above airport be operated by the FAA, subject to the availability of funds therefor, in accordance
with standards established by the FAA.
NOW THEREFORE, the Lessor agrees to the following conditions:
1. The Lessor shall, at no expense to the FAA, provide the lighting control panels in the
said tower and shall pay for all electrical circuits and current for boundary, flood, and obstruction
lights, even though these lights may be operated by a federal controller in the control tower.
2. All airport lighting which is essential to safe aircraft operations and which can be
controlled from the control tower and all traffic control devices which are designed to be
remotely controlled, shall be under the control of federal employees in the control tower.
3. The Lessor shall retain the responsibility for the proper functioning of any lights or
other locally installed device which is placed at the disposal of federal airport traffic controllers.
4. The Lessor shall retain the responsibility for the proper functioning of apparatus,
necessary for traffic control, which cannot be placed in operation or controlled from the control
tower, or which is not otherwise operated by the FAA.
5. The Lessor shall advise the chief airport traffic controller of any portions of the field
which may be unsafe for normal use by aircraft and shall properly mark such areas.
6. The Lessor shall assure responsibility for any conditions on the airport which are not
subject to control of a federal airport traffic controller on duty in the tower.
7. The FAA shall have complete control over the operation of the control tower at all
times and shall not be subject to the direction or supervision of the Lessor in that respect.

8. The Lessor shall notify the chief airport traffic controller or his representative before
any maintenance or construction personnel are sent out on the landing area unless such personnel
are proceeding in accordance with a schedule which has been approved by the chief airport
traffic controller.
9. The Lessor, upon request from the FAA, agrees to provide two-way ground control
communication equipment in its maintenance and emergency vehicles scheduled to regularly
operate in the airport landing area, and such equipment shall be capable of maintaining radio
communications with the control tower.
10. Insofar as the FAA is concerned from a traffic standpoint,the Lessor may reserve any
portion of the landing area for any reason that it may deem proper or sufficient for as long a
period as the Lessor desires,provided that any such area shall be properly marked off and notice
given of the change in available landing area just as might be done when a portion of the landing
area is marked off for maintenance or construction. Providing that this section shall not be
deemed to affect any provision contained in any contract previously entered into between the
Lessor and the FAA concerning the use of the said landing area.

SUBJECT TOWER OPERATION AGREEMENT WITH THE FEDERAL AVIATION
ADMINISTRATION (FAA) FOR THE AIR TRAFFIC CONTROL TOWER AT FORT
WORTH MEACHAM INTERNATIONAL AIRPORT
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute a tower operation
agreement with the Federal Aviation Administration (FAA) for operation of the air traffic control tower at
Fort Worth Meacham International Airport.
DISCUSSION:
On March 26, 1966, City Secretary Contract No. 5392 was executed with the FAA for the lease of 24,000
square feet of property at Meacham International Airport for the air traffic control tower. It has come to
the FAA's attention that a mandatory tower operation agreement was never included with the property
lease. Therefore, the FAA has forwarded the agreement to the Aviation Department for execution.
The agreement formalizes the operational terms of the tower that are currently in effect. The FAA pays
one dollar per year for the property. The operation agreement will run concurrently with the property
lease, which renews annually until June 30, 2015. At that time, a new agreement will be negotiated, if
both parties agree.
This property is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that the Revenue Division of the Finance Department is responsible for the
collection and deposit of all revenue under this agreement.
