AMENDING THE CITY OF FORT WORTH POLICY
POSITION ON VEHICLE INSPECTION &
MAINTENANCE PROGRAM

WHEREAS, the Dallas-Fort Worth ozone non-attainment area consists of Collin,
Denton, Dallas and Tarrant counties; and
WHEREAS, Collin and Denton Counties must implement at least a basic auto
inspection program to meet the Clean Air Act and EPA requirements;
and
WHEREAS, Dallas and Tarrant Counties have a choice of continuing the current
decentralized program at a high cost for program oversight and lesser
credits or opting for a centralized program which would have lower
administrative costs and full credits; and
WHEREAS, proper state enforcement of any vehicle inspection program is critical
to its success and the attainment of air quality goals in this region;
and
WHEREAS, the City of Fort Worth supports cooperative, cost-effective approaches
to air quality programs; and
WHEREAS, the TACB proposed .program appears to have reasonable merit
towards meeting Clean Air Act requirements;
NOW, THEREFORE, BE IT HEREBY RESOLVED:
1. That the City of Fort Worth amends its Policy Position by
adopting the attached "Amendments to Policy Position on Vehicle
Inspection and Maintenance Program in the DFW Area;"
2. That this amended Policy Position be submitted to the Texas Air
Control Board and distributed to state legislators and others.
3. That this resolution shall be in effect immediately upon its
adoption.

The City of Fort Worth amends its existing policy position as follows:
1. Fort Worth supports the Texas Air Control Board (TACB) objective for vehicle
emissions testing separate from repair in the four-county nonattainment area.
2. The Texas legislature should provide sufficient resources and powers to the
Texas Air Control Board to fund aggressive enforcement of the auto inspection
program through the Department of Public Safety and local air pollution
control programs.
3. The perimeter counties of the Dallas-Fort Worth metropolitan region (i.e.,
Parker, Rockwall, Johnson, Ellis and Kaufman counties) should be asked to
consider opting for some form of a basic auto emissions inspection program.
4. The Texas Air Control Board should consider implementation of a computer
system with real-time enforcement capability. If the TACB needs additional
funding to implement the computer system, then the TACB should seek
funding from the Legislature.
In addition, the DFW area would emphasize particular attention from TACB to:
^ commit to the significant enforcement activities needed to reach
the 100 percent compliance goal;
^ provide state funding and assist county government and others
with the anticipated registration activities necessary to monitor
and enforce the program; and
^ work with local government agencies to review factors of time and
distance and site the most convenient test locations possible for
the affected public in their respective jurisdictions.

Pass resolution with the following amendments:
5. City of Fort Worth recommends inclusion of safety inspection with the emissions
testing program.
^ provide adequate opportunity for independent contractors to participate in the
emissions test program, particularly existing inspection operators.
