RESOLUTION AND AGREEMENT BY THE CITY
COUNCIL OF THE CITY OF FORT WORTH TO
:~ CONDUCT JOINT ELECTIONS WITH TARRANT
COUNTY ON SATURDAY, MAY 1, 1993.
WHEREAS, the City of Fort Worth, as well as other cities and
school .districts throughout the State of Texas
(".political subdivisions"), will hold elections on
Saturday, May 1, 1993, to select representatives for each
of their respective governing boards or councils; and
WHEREAS, Tarrant County will conduct a county-wide election on
Saturday, May 1, 19 9 3 , to f it l the unexpired term for the
Office of United States Senate; and
WHEREAS, to enhance voter convenience and to reduce the overall
cost to each governmental entity, it is desirable that
those elections to be held in Tarrant County be conducted
jointly to the extent that the election precincts in said
elections can be served by common polling places;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
That the City of Fort Worth will hold its City Council
elections on May 1, 1993, jointly with Tarrant County and with such
other political subdivisions that desire to participate in said
joint elections; that said elections shall be held jointly to the
extent that the election precincts in said elections can be served
by common polling places, subject to Section 271.003 of the Texas
Election Code; and that the City of Fort Worth, the County of
Tarrant, and such other political subdivisions which desire to
participate in the joint elections, do hereby agree to the
following terms and provisions of this Resolution and Agreement:
I.
GENERAL TERMS
1.01 On Saturday, May 1, 1993, the election of the Fort Worth
City Council shall be held from 7:00 A.M. until 7:00 P.M.

1.02 Each political subdivision participating in the joint
elections on May 1, 1993, shall have and use the same
voting equipment, ballots, list of registered voters,
election judges and clerks and polling place locations to
the extent that election precincts can be served by
common polling places, subject to Section 271.003 of the
Texas Election Code.
1.03 Each participating political subdivision, as well as
Tarrant County, shall share in the cost of conducting
said joint elections. The City of Fort Worth's share of
the cost for conducting the joint elections is set out
specifically in that certain Contract for Election
Services between the City of Fort Worth and Tarrant
County, a copy of which is incorporated herein by
reference.
II.
EARLY VOTING
2.01 Early Voting by Mail:
a) Tarrant County Election Administration shall be
responsible for early voting ballot requests by
mail for the United States Senate election.
b) The City Secretary of the City of Fort Worth shall
be responsible for any early voting ballot requests
by mail for the City of Fort Worth elections.
c) The School Board Secretary, or her designee, shall
be responsible for any early voting ballot requests
by mail for school board elections.
2.02 Early Voting By Personal Appearance:
a) Alice Church, City Secretary of the City of Fort
Worth, shall serve as Early Voting Clerk for the
City of Fort Worth elections.
b) Robert Parten, Tarrant County Elections
Administrator, shall serve as Deputy Early Voting
Clerk for the City of Fort Worth elections.
c) Early voting shall be conducted at the locations
described in the call, order and proclamation
calling for the City of Fort Worth elections.

d) Early voting for the City of Fort Worth elections
shall begin on April 12, 1993, and will end on
April 27, 1993.
.~ e) Extended hours for early voting shall take place at
all early voting sites on Saturday, April 24;
Monday, April 26; and Tuesday, April 27, 1993, from
7:00 A.M. until 7:00 P.M. each day; and on Sunday,
April 25, 1993, from 11:00 A.M. until 4:00 P.M.
f) Only qualified voters of the City of Fort Worth may
vote at the City's early voting stations.
g) Any qualified voter of any political subdivision
participating in this joint election may vote at
the Tarrant County Central Voting location (Muller
Building, 600 West Weatherford Street, Fort Worth,
- Texas 76102).
2.03 The Tarrant County Election Administration shall be
responsible for the preparation of all Early Voting
Ballots.
2.04 The Tarrant County Election Administration shall prepare
the Early Voting Ballots for counting by the Early Voting
Ballot Board.
2.05 The Early Voting Ballot Board may include individuals
from the various political subdivisions participating in
the joint elections. The names of those persons selected
should be submitted to the Tarrant County Election
Administrator on or before April 12, 1993.
III.
TARRANT COUNTY
3.01 The Tarrant County Election Administrator agrees to
coordinate, supervise and conduct the joint elections in
accordance with the provisions of the Texas Election
Code.
3.02 In the coordination, supervision and conduct of the joint
elections, the Tarrant County Elections Administrator
shall give particular emphasis to compliance with the
provisions of Chapter 271 of the Texas Election Code and
with the City's call, order and proclamation ordering the

City-Council elections, which call, order and proclama-
tion is identified as City Ordinance No. 11261.
3.03 In addition to the duties to be performed under this
Resolution and Agreement, the Tarrant County Election
Administrator shall perform all those services and duties
specified in the Contract for Election Services between
Tarrant County and the City of Fort Worth.
IV.
CITY OF FORT WORTH
4.01 The City of Fort Worth shall have the following
responsibilities in conducting the joint elections on
May 1, 1993 (unless otherwise specified in the Contract
for'Election Services between the City of Fort Worth and
Tarrant County):
a) The City of Fort Worth shall designate the voting
sites for the City of Fort Worth elections, giving
preference to the customary City of Fort Worth
polling place locations.
b) Maps and other handy reference guides reflecting
the corporate boundaries of the City of Fort Worth
and the boundaries of its singlemember districts,
shall be made available to Tarrant County.
c) The City of Fort Worth shall prepare all election
orders, resolutions, notices and other pertinent
documents, including the Spanish translation
thereof, for adoption by the Fort Worth City
Council and execution by the appropriate City
official; and take all actions required by law for
calling the Fort Worth City Council elections,
appointing the presiding judges, alternate judges,
establishing the polling places, handling election
contests, canvassing the returns and declaring the
results of the City Council elections.
d) Prepare and publish, in English and in Spanish, in
the official newspaper of the City, and post, all
required election notices for the Fort Worth City
Council elections.
e) Deliver to the Election Administrator as soon as
possible, but no later than March 23, 1993, the

official wording that is to be printed on the
ballot, with the exact form, order, wording and
spelling that is to be used in the Fort Worth City
Council elections.
f) Prepare and submit to the United States Department
of Justice under Section 5 of the Voting Rights Act
of 1965, the required submission on voting changes
as they relate to the City of Fort Worth.
g) Canvass the official results of the City Council
elections.
4.02 The officials to contact on behalf of each party are
listed at the end of this Resolution and Agreement. All
notices and other deliveries to be made by one party to
the other party under this agreement shall be delivered
to the individual and address so listed.
