I. CALL TO ORDER
With a quorum of the City Council Members present, Mayor Price called the regular session of
the Fort Worth City Council to order at 7:04 p.m. on Tuesday, March 20, 2018, in the City
Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
II. INVOCATION—Reverend Ralph Emerson, Rising Star Baptist Church
The invocation was provided by Reverend Ralph Emerson, Rising Star Baptist Church.
III. PLEDGES OF ALLEGIANCE TO THE UNITED STATES AND THE STATE OF

IV. CONSIDERATION OF THE MINUTES OF THE CITY COUNCIL WORK
SESSION AND REGULAR MEETING OF MARCH 6, 2018
Motion: Council Member Jordan made a motion, seconded by Mayor Pro tem Shingleton,
that the minutes of the City Council Work Session and Regular meeting of
March 6, 2018, be approved. Motion passed 9-0.
V. ITEMS TO BE WITHDRAWN FROM THE CONSENT AGENDA
City Manager Cooke requested that Mayor and Council Communication G-19241 be removed
from the Consent Agenda for individual consideration.

It was the consensus of the City Council that Mayor and Council Communication L-16108 be

Motion: Council Member Byrd made a motion, seconded by Council Member Moon, that
the Fort Worth City Council approve Mayor and Council Communication L-16108
(Revised) to adopt Resolution No. 4917-03-2018 authorizing use of the power of
eminent domain to acquire 7.42 acres in fee simple, 0.33 acres for a permanent
access easement, and 9.16 acres in temporary construction easements from property
owned by the J.E. Beggs Trust, and located in the J.M. Riggs Survey, Abstract No.
2616; the E. Gillis Survey, Section 8, Abstract No. 2492; and the H.T. & B.R.R.
Co. Survey, Section 7, Abstract No. 646, in Parker County, Texas, located
approximately 3 miles north-northwest from the intersection of Interstate Highway
20 and Farmer Road (FM 3325) in Parker County, Texas. The property is needed
for the Westside V Elevated Storage Tank and Water Main Project. The property is
further described by metes and bounds and depicted by survey exhibits attached to
this Mayor and Council Communication. Motion passed 9-0.
XIV. ZONING HEARING
The Notice of Special Hearing set today as the date for the hearing in connection with
recommended changes and amendments to Zoning Ordinance No. 21653-02-2015 and that notice
of the hearing had been given by publication in the Fort Worth Star-Telegram, the official
newspaper of the City of Fort Worth, on March 2, 2018.

Mr. Dale Tyler, 133 Brushcreek Drive, Azle, Texas, appeared before Council in support of
Zoning Docket ZC-18-045.
Motion: Council Member Bivens made a motion, seconded by Council Member Jordan, that
Zoning Docket ZC-18-045 be approved with enthusiasm. Motion passed 9-0.
There being no one else present desiring to be heard in connection with the recommended
changes and amendments pertaining Zoning Ordinance No. 21653-02-2015 for the above-listed
cases, Council Member Bivens made a motion, seconded by Council Member Jordan, that the
hearing be closed and Ordinance No. 23150-03-2018 be adopted. Motion passed 9-0.

XV. CITIZEN PRESENTATIONS
Mr. Alec Jhangiani, representing Fortress Presents, 1079 Foch Street, completed a Citizen
Presentation card relative to the Fortress Festival to be held on April 28-29, 2018, and was
recognized by Mayor Price but was not present in the Council Chamber.
Mr. Bob Willoughby, 6731 Bridge Street #125, appeared before Council relative to Code
Compliance.
Mr. Gerald Banks, Sr., 6861 Routt Street, appeared before Council relative to his wrongful
arrest, the Jacqueline Craig family, and the race problem in Fort Worth.
Mr. James DeLong, 8704 Granite Court, appeared before Council relative to race and culture.
Ms. Judith Hallam, 10625 Highland Ridge Road, appeared before Council relative to inmates
being held without medication, MedStar response to mental health issues, and the Fort Worth
Police Department non-emergency number rolling over to 9-1-1. Mayor Price directed Ms.
Hallam to meet with Assistant City Manager Valerie Washington after the meeting.
