CITY COUNCIL WORK SESSION

With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 4:01 p.m. on Tuesday, March 20, 2018, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
M&C G-19157 to be continued until April 17, 2018.
M&C L-16108 will be withdrawn and a revised L-16108 will be considered.
b. Upcoming and Recent Events
There were none.
c. Organizational Updates and Employee Recognition(s)
James Rensing, TPW was recognized for assisting a child to cross the street at the intersection of
1-20 and South Drive during maintenance of the traffic signal at that location.
d. Informal Reports
The Informal Reports were numbered incorrectly. The correct numbers are reflected
below:

a. M&C G-19157 - (COUNCIL DISTRICTS 3 - Brian Byrd, 8 - Kelly Allen Gray
and 9 - Ann Zadeh) - Conduct Public Hearing, Adopt Resolution to Terminate
the Berry/University, Magnolia Village and Trinity Park Neighborhood
Empowerment Zones (Continued from December 12, 2017) (PUBLIC
HEARING) This item will be continued until April 17, 2018.
b. M&C L-16108 - (ETJ NEAR COUNCIL DISTRICT 3 — Brian Byrd) - Adopt
Resolution Authorizing Condemnation by Eminent Domain to Acquire 7.42
Acres in Fee Simple, 0.33 Acres for a Permanent Access Easement and 9.16
Acres in Temporary Construction Easements from Property Owned by J.E.
Beggs Trust, Located at the NW Corner of Interstate Highway 20 (I-20) and
Farmer Road (FM 3325) in Parker County, Texas, for the Westside V Elevated
Storage Tank and Water Main Project (Continued from March 6, 2018) Tis
item will be withdrawn and a revised M&C will be acted on.
4. Presentation of 2018 Mayfest, Inc. -Elizabeth Basham, Mayfest,Inc.
Ms. Elizabeth Basham, Mayfest, Inc., provided an update on Mayfest activities for 2018.
5. Presentation of the Fiscal Year 2017 Comprehensive Annual Financial Report -
Aaron Bovos,Financial Management Services Department
Mr. Aaron Bovos, Financial Management Services Department, provided an overview of the
2017 Comprehensive Annual Financial Report. Council was provided with a copy as required
by the Charter.
6. Briefing on Proposed Amendments to Animal Ordinance — Brandon Bennett, Code
Compliance Department
Mr. Brandon Bennett, Code Compliance Department, presented the following proposed
amendments to animal ordinance:
Microchip rather than City License
Update multifamily pet requirements
Update dangerous dog ordinance—limited to dogs attacking humans
Add aggressive dog to address dogs attacking domestic animals
Allow home quarantine consistent with state law
Educate the offender program for first time, non-cruelty/dangerous dog violations.

Duty to clean up pet waste in all public areas and on private property
Allow Director to reduce or waive reclaim fees in certain circumstances
Allow owner to obtain intact pet permit for impounded pet with fee of$500
Require immediate control of a dog by a leash or through voice, gesture or other means
(except residential, park or event sites)
Administrative approval of non-contested applications after notifications of neighbors.
Prohibit retail sales of dogs and cats other than where they were born. Exemption for
non-profit/rescue groups, dogs shows, etc.
Apply TNR program to all impounded stray cats.
There has been a 30-day comment period and staff is proposing an additional 30-day comment
period. After the comment period is closed, staff will bring back an ordinance for Council's
consideration.
7. City Council Requests for Future Agenda Items and/or Reports
There were no requests.
8. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290)
There being no further business, Mayor Price adjourned the City Council Work Session at
4:50 p.m.
