WHEREAS, the City of Fort Worth(City) and Camp Dresser& McKee Inc.,
(Engineer) made and entered into City Secretary Contract No. 22767, (the Contract)
which was authorized by the City Council by M&C C-16032 on the 6th day of May,
1997; and
WHEREAS, the Contract involves engineering services for the following project:
Eagle Mountain Water Treatment Plant 30 MGD to 60 MGD Expansion.
WHEREAS, it has become necessary to execute Amendment No. 2 to said
Contract to include an increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement which amendF.the
Contract:

Article I of the Contract is amended to include the additional engineering services
specified in a proposal letter dated October 27, 2000, a copy of which is attached hereto
and incorporated herein. The cost to City for the additional services to be performed by
Engineer total $141,500.00.
2.
Article II of the Contract is amended to provide for an increase in the maximum
fee to be paid to Engineer for all work and services performed under the Contract, as
amended, so that the total fee paid by the City for all work and services shall not exceed
the sum of$2,958,209.00.
3.
All other provisions of the Contract which are not expressly amended herein shall
remain in full force and effect.

SUBJECT AMENDMENT NO. 2 TO THE ENGINEERING AGREEMENT WITH CAMP, DRESSER
& MCKEE, INC. FOR DESIGN OF THE EAGLE MOUNTAIN WATER TREATMENT
PLANT 30 MGD EXPANSION
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 2 to the
engineering agreement with Camp, Dresser & McKee, Inc. (City Secretary Contract No. 22767) for the
design of the Eagle Mountain Water Treatment Plant 30 MGD (million gallons per day) Expansion,
increasing the total contract by $141,500.00, from $2,797,619.00 to $2,939,199.00.
DISCUSSION:
On May 6, 1997 (M&C C-16032), the City Council authorized the execution of an engineering
agreement with Camp, Dresser & McKee, Inc. for design of the Eagle Mountain Water Treatment Plant
30 MGD Expansion. Various studies and reports show that high growth in the far north Fort Worth
region will soon strain the available Fort Worth water supply capability. The Eagle Mountain Water
Treatment Plant (EMWTP) 30+MGD Expansion is required to meet the new-projected water supply
demands. Part of this overall project is the construction of a 36-inch water transmission main
(Northside III Pressure Plane) to northwest Saginaw. Amendment No. 1 is for design of the 16-inch
water transmission main (Northside III Pressure Plane) from the existing water system southeast of the
EMWTP to the plant site.
The proposed Amendment No. 2 is for the engineer to develop and prepare the "Request for Proposals"
for the Plant Process Computer Control System integrator Evaluation Process, review bids or proposals
and participate in the selection process, and develop the final documents related to selected integrator
as required by the City's Legal Department. In addition, the engineer attended the factory acceptance
test of the plant process computer control system, which lasted several weeks longer than planned.
At the City's request, the engineer is coordinating with TX Utilities (TXU) for a more reliable power
supply to EMWTP and the Eagle Mountain Raw Water Pump Station, and has designed modifications
to the Northside III high service pumps for proposed development in north Fort Worth. The engineer
will also provide electrical power efficiency performance testing for the new ozone disinfection system.
The engineer has proposed to do this work for a fee not to exceed $141,500.00.

Out of Scope Services
Dear Mr.Townsend:
Camp Dresser&McKee Inc. (CDM)was contracted by the City of Fort Worth in May 1997 to
design the 30 mgd expansion to the Eagle Mountain WTP and to provide services during
construction through the specified construction completion date of August 2000. During
the course of the project, CDM has performed or will be performing additional engineering
services that we consider to be out of the original scope of our engineering contract. A
discussion of these additional services is presented below. We have also provided the
additional cost to CDM for each of these items. We have previously met and discussed these
items with Mr. Frank Crumb; most of which were included in a memorandum to him dated
July 11, 2000
Process Control System Integrator(PCSI)Evaluation Process. The process
instrumentation and control system was originally planned to be specified within the
general construction documents. Pre-approved system integrators would have been allowed
to submit bids to the General Contractors bidding the job,with the low bidder most likely
being selected by the General Contractor. '-During the design phase of the project,it was
decided to evaluate various control system integrator firms and control software packages to
select the one best suited for the City's long term plans for implementing plant process
control. This required the development of proposal documents and an evaluation process
for selecting a system integrator. A summary of the additional scope items required for this
work included:
■ Development of a Hi-Tech Procurement Evaluation Procedure for scoring proposals.
■ Preparation of"Request for Proposals"documents, similar to typical bidding
documents. This included printing of specification books and control system
drawings.

■ Review of the submitted proposals and recommending a short-list of acceptable
firms.
■ Participation in the interview/presentation process for the short-listed firms to
evaluate the firms proposed hardware and software, as well as the firm's capabilities.
■ Review of interview materials and associated costs.
■ Participation in the evaluation process to rank and select the PCSI firm based upon
the previously developed scoring categories.
■ Negotiation with the selected PCSI firm(GE Team Controls)to determine the exact
scope and associated fee for the work to be provided.
The additional cost for CDM to perform these services was $45,000.
PCIS Factory Acceptance Test. The factory acceptance test was originally specified for a
one-week period. CDM budgeted to be present for this time period. The actual testing
required CDM to be present for approximately four weeks during the testing. The testing
was actually performed by Mr. Hasan Zaman,working as a subconsultant to CDM.
The additional cost to CDM for the additional services by Mr.Zaman was $8,000.
TU Electric(TXU)Power Reliability Meeting. CDM has assisted the City in working
with TXU to provide a more reliable power supply to the Eagle Mountain WIT. This work
has included developing strategies for improving power,evaluating power data,and
preparing for and attending meetings with TXU. In addition to services provided by CDM
staff, CDM has subcontracted with Mr.V.K.Gupta of Gupta and Associates,Inc.to provide
these services.
The additional cost for CDM to perform these services was $15,000.
NSIII high Service Pumps. CDM provided additional evaluation, design and pump
selection effort for retrofitting the existing NSM High Service pumps to obtain greater
capacity at new water tower elevation. A technical memorandum was prepared discussing
the means for making the modifications and determination of resulting pump station
capacity. A change order to the construction contract was then prepared to perform this
work. The work was successfully completed and the pumps are currently operational.
The additional cost for CDM to perform these services was$9,000.
Extended Construction Schedule. Based upon the most current evaluation of the
contractor's schedule,it appears that construction will continue through at least January
2001,six months beyond the original construction schedule. To continue to provide general
construction services throughout construction, CDM estimates approximately$5,000 per
month based upon work performed during the previous recent months.
The additional cost for CDM to perform these services is $30,000.

Ozone System Performance Testing. Ozone system performance testing is required to
evaluate the performance of the ozone generation system being provided by Ozonia.
Liquidated damages will be assessed if the system does not meet specified criteria related to
power and oxygen usage. The City requested CDM to subcontract with Process Applications
Inc. (Mr. Kerwin Rakness)to perform this work. CDM has entered into an agreement with
Process Applications Inc. and this work has been started. The actual performance testing
will be conducted in January 200L
The additional cost to CDM for providing these services is $34,500.
CDM requests consideration of the above items and amend our contract to cover the costs
associated with performing these tasks. A summary of the tasks and associated costs are
presented below:
