AN ORDINANCE ADOPTING THE CITY OF FORT WORTH 2018
COMPREHENSIVE PLAN; ANALYZING POPULATION, ECONOMIC AND
FINANCIAL TRENDS; DESCRIBING IMPLEMENTATION TOOLS;
DIVIDING THE CITY INTO 16 PLANNING SECTORS; PROVIDING MAPS
DESCRIBING PROPOSED FUTURE LAND USES AND RECOMMENDED
LAND USE POLICIES FOR EACH SECTOR; PROVIDING THAT THIS
ORDINANCE SHALL BE CUMULATIVE; PROVIDING A SEVERABILITY
CLAUSE; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council approved Ordinance No. 22629-03-2017 adopting the Fort
Worth 2017 Comprehensive Plan on March 7, 2017; and
WHEREAS, the 2017 Comprehensive Plan is the City of Fort Worth's general guide for
making decisions about growth and development; and
WHEREAS, the 2017 Comprehensive Plan includes, without limitation, provisions on land
use, housing, parks and community services, libraries, human services, neighborhood capacity
building, economic development, transportation, education, historic preservation, urban design, arts
and culture, police services, fire and emergency services, environmental quality, public health, and
municipal facilities; and
WHEREAS, it is the City Council's intent to update elements of the Comprehensive Plan
annually; and
WHEREAS, on February 28, 2018,the City Plan Commission conducted a public hearing on
the 2018 Comprehensive Plan and recommended that the City Council adopt the plan; and
WHEREAS, the City Council conducted a public hearing on the 2018 Comprehensive Plan
on March 6,2018,at which the public was given the opportunity to give testimony and present written
evidence; and

WHEREAS, a copy of the of the 2018 Comprehensive Plan is on file in the City Secretary's
Office and is available from the Planning and Development Department and includes the following
revisions to the 2017 Comprehensive Plan:
• Incorporates the most current statistical data available for the Population Trends, Economic
Trends, and Financial Trends chapters and presents the chapters graphically for ease of use.
• Updates Chapter 24: Annexation Policy to reflect changes in state law and recent annexation
activity.
• Updates Appendix A: Existing Plans and Studies to reflect the City Council's adoption of a) the
Como/Sunset Heights Neighborhood Empowerment Zone Strategic Plan, and b) the 2017-2037
Comprehensive Solid Waste Management Plan, as well as the City Council's acceptance of the
Economic Development Strategic Plan.
• Updates future land use maps in Appendix C: Future Land Use by Sector to reflect approved
zoning changes, new development plans and opportunities, and existing development patterns
unlikely to change.
• Updates planned capital projects in Appendix DIE: Proposed Capital Improvements to include
the consolidated FY2018-2022 Five-Year Capital Improvement Plan, along with a graphic
summary of major expenditures described in the plan. A separate unfunded projects table will
not be included in the 2018 Comprehensive Plan.
• Amends the annexation program in Appendix F: Annexation Plan, Policy, and Program to
reflect changes to state law and to delay the proposed schedule for considering several annexation
areas.
• Updates Appendix H: Tax Abatement Policy to reflect amendments adopted by the City Council
in June 2016.
NOW,THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
SECTION 1.
The 2018 Comprehensive Plan of the City of Fort Worth is adopted as set out in Exhibit A
attached and incorporated as if contained herein, specifically including existing plans and studies
described in Appendix A to the Plan, which are incorporated by reference. A copy of the 2018
Comprehensive Plan of the City of Fort Worth is on file in the City Secretary's Office and in the
Planning and Development Department.

SECTION 2.
The City of Fort Worth 2018 Comprehensive Plan supersedes and replaces the 2017
Comprehensive Plan.
SECTION 3.
This ordinance shall be cumulative of all provisions of ordinances and of the Code of the City
of Fort Worth, Texas (2015), as amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, in which event conflicting provisions
of such ordinances and such Code are hereby repealed.
SECTION 4.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same
would have been enacted by the City Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 5.
This ordinance shall take effect upon adoption.

Conduct Public Hearing on the Proposed City of Fort Worth 2018 Comprehensive Plan and Adopt
Ordinance Approving the City of Fort Worth 2018 Comprehensive Plan (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Conduct a public hearing on the proposed 2018 Comprehensive Plan to allow the public the
opportunity to give testimony and present written evidence;
2. Adjourn the public hearing; and
3. Adopt the attached ordinance approving the City of Fort Worth 2018 Comprehensive Plan.
DISCUSSION:
The proposed 2018 Comprehensive Plan is the result of a limited update that reflects the following
revisions to the 2017 Comprehensive Plan.
Proposed Amendments for the 2018 Comprehensive Plan:
1. The Population Trends, Economic Trends and Financial Trends chapters have been reformatted for
better online viewing and updated to reflect the latest statistical information available for these chapters.
2. Chapter 24: Annexation Policy has been updated to reflect changes in state law and recent annexation
activity.
3. Appendix A: Existing Plans and Studies has been updated to reflect the City Council's adoption of a)
the Como/Sunset Heights Neighborhood Empowerment Zone Strategic Plan, and b) the 2017-2037
Comprehensive Solid Waste Management Plan, as well as the City Council's acceptance of the Economic
Development Strategic Plan.
4. Appendix C: Future Land Use by Sector has been updated to reflect approved zoning changes, new
development plans and opportunities, and existing development patterns unlikely to change.

City Plan Commission Recommendation:
The City Plan Commission held a public hearing on the proposed 2018 Comprehensive Plan on February
28, 2018 and voted to recommend adoption of the plan. On February 20, 2018, the City Council received
an Informal Report on the proposed 2018 Comprehensive Plan and no changes were requested.
Public Hearing on 2018 Comprehensive Plan:
Section 213.003 of the Texas Local Government Code provides that a comprehensive plan may be
adopted or amended by ordinance following a hearing at which the public is given the opportunity to give
testimony and present written evidence and following review by the City Plan Commission. A public
hearing before the City Council on the proposed 2018 Comprehensive Plan will take place prior to the City
Council vote on the adoption ordinance.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that this action will have no material effect on the Fiscal Year 2018
Budget.
