AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
PACS GAS LEASE CAPITAL PROJECT LEGACY FUND, FROM AVAILABLE FUNDS IN
THE AMOUNT OF$101,600.00, FOR FUNDING OF THE COMMUNITY TREE PLANTING
PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the PACS
Gas Lease Capital Project Legacy Fund in the amount of$101,600.00, from available funds, for the funding
of the Community Tree Planting Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 22928-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Planting Program (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
PACS Gas Lease Capital Project Legacy Fund in the amount of$101,600.00 from gas-related revenue for
purposes of partially funding the Community Tree Planting Program;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
PACS Gas Lease Capital Fund in the amount of$259,056.00 from gas-related revenue for purposes of
partially funding the Community Tree Planting Program; and
3. Authorize transfers in the amount of$101,600.00 from the PACS Gas Lease Capital Project Legacy
Fund and $259,056.00 from the PACS Gas Lease Capital Fund to the Community Tree Planting Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to appropriate and transfer funds from
Park Gas Well Revenues to partially fund the Park and Recreation Department's Community Tree Planting
Program (the Program).
In Fiscal Year 2009, funding for the City's Tree Planting Program was removed from the General Fund
and initially funded by a combination of Tree Fund fees, Park Gas Related Revenue and a five year
commitment from Chesapeake Energy Corporation, of which the final year was Fiscal Year 2013.
Beginning in Fiscal Year 2014, the only dedicated funding source for the Program has been the Tree
Fund, whose fees are collected through the tree ordinance administered by the Planning and
Development Department and from tree removals on City property administered by the Park and
Recreation Department. The Tree Fund is an inconsistent revenue stream and cannot fully fund the
Community Tree Planting Program.
In the Fiscal Year 2018 operating appropriation ordinance that was adopted by the City Council on
September 26, 2017, the full program budget of$400,000.00 was appropriated with supporting revenues
consisting of projected Urban Forestry Fees and transfers from Park gas-related capital funds. However,
the supporting capital appropriations within the gas-related funds were omitted from the annual capital

ordinance. Approval of this (M&C) and adoption of the attached ordinances will enact the supporting
capital appropriations for the Program's budget.

This program provides 1,600 trees on public property annually. It plants and waters trees for City facilities,
parks, golf courses, parkways, medians, capital improvement projects and residential streets. Additionally,
staff manages volunteer programs to plant and maintain trees city wide and work at the City's Tree Farm,
providing over 5,800 volunteer hours annually at a value of$140,012.00.
The Community Tree Planting Program benefits ALL COUNCIL DISTRICTS.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current operating budget, as appropriated,
of the Community Tree Planting Program Fund.
