CITY COUNCIL WORK SESSION

With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:00 p.m. on Tuesday, March 27, 2018, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
M&C C-28646 will be withdrawn from the consent agenda for individual consideration.
Assistant City Manager Fernando Costa gave an over view of the bid process related to Lease
Site 32 at Spinks Airport which is the subject of M&C C-28648
b. Upcoming and Recent Events
On April 3, 2018, there will be a ribbon cutting for the North Patrol Facility.
c. Organizational Updates and Employee Recognition(s)
There were no organizational Updates or Employee Recognitions.

4. Presentation on Approval of Hyatt House as a Designated Public Facilities
Improvement Corporation Proiect - John Terrell, Dallas-Fort Worth International
Airport
Mr. John Terrell, Dallas-Fort Worth International Airport, gave a presentation requesting
approval of the City of Fort Worth, as an owner city of the Dallas-Fort Worth International
Airport, for Hyatt House as a Designated Public Facilities Improvement Corporation Project.
The Council will have an action item related to this at the April 3, 2018, Council meeting.
5. Briefing on Joint Land Use Study for Communities Around Naval Air Station Fort
Worth Joint Reserve Base - Dan Kessler, North Central Texas Council of
Governments
Mr. Dan Kessler, North Central Texas Council of Governments, gave a briefing on the Joint
Land Use Study for Communities Around Naval Air Station Fort Worth Joint Reserve Base. The
Council will have an action item related to this on the April 3, 2018, Council meeting.
6. Briefing on Fort Worth Police Department and Texas Christian University
Partnership - Commander Neil Noakes, Police Department and Dr. Johnny Nhan and
Dr. Kendra Bowen, Texas Christian University
Commander Neil Noakes, Police Department, and Dr. Johnny Nhan and Dr. Kendra Bowen,
Texas Christian University, gave the Council a briefing on the partnership between TCU and the
Fort Worth Police Department for LEAD — Leadership, Executive & Administrative
Development as part of the TCU Department of Criminal Justice.
7. Briefing on Corporate Information Technology Services - Kevin Gunn, IT
Solutions Department
City Manager David Cooke highlighted how the City has been looking at technology resources
in a more corporate manner. Mr. Kevin Gunn, IT Solutions Department, discussed how the IT
job classifications throughout the city were reviewed and steps taken to move the IT jobs into the
ITS department and for the jobs that remained in the departments they were reclassified into
Business Planner Series. ITS has seen benefits including a reduction in the time tickets are open
and continued customer satisfaction. Next steps include reviewing IT positions in Public Safety
s part of the FY 2019 budget process.

8. City Council Requests for Future Agenda Items and/or Reports
Council Member Flores—Report of staffing at the patrol divisions.
Council Member Shingleton—Update on Payday Lending regulation
Council Member Bivens — Community Education meeting on Procedural Justice; report on SRO
plans for the end of school and report on urban forestry process and issues.
Council Member Byrd — Truancy and coordination between the Police Department, the FWISD
and the court system to keep kids in school.
Council Member Moon—report on city staff discretion to act.
Mayor Price - Update on Integrated Stormwater Management (iSWM) and a report on ITS plans
related to Ransomware.
9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290)
There being no further business, Mayor Price adjourned the City Council Work Session at
5:05 p.m.
