CALL TO ORDER With a quorum of the City Council Members present, Mayor Price called the regular session of the Fort Worth City Council to order at 7:04 p.m. on Tuesday, March 27, 2018, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. II. INVOCATION—Pastor Kenneth Jones, Jr., Como Missionary Baptist Church The invocation was provided by Pastor Kenneth Jones, Jr., Como Missionary Baptist Church. III. PLEDGES OF ALLEGIANCE TO THE UNITED STATES AND THE STATE OF TEXAS The Pledges of Allegiance to the United States of America and the State of Texas were recited. IV. CONSIDERATION OF THE MINUTES OF THE CITY COUNCIL WORK SESSION AND REGULAR MEETING OF MARCH 20,2018 Motion: Council Member Jordan made a motion, seconded by Mayor Pro tem Shingleton, that the minutes of the City Council Work Session and Regular meeting of March 20, 2018, be approved. Motion passed 9-0. V. ITEMS TO BE WITHDRAWN FROM THE CONSENT AGENDA City Manager Cooke requested that Mayor and Council Communications C-28644 and C-28646 be removed from the Consent Agenda for individual consideration. M&C G-19248 - Adopt Resolution No. 4918-03-2018 Amending the Fiscal Year 2017-2018 Budget and Five-Year Service Plan for Public Improvement District No. 1 — Downtown and Adopt Appropriation Ordinance No. 23151-03-2018 (COUNCIL DISTRICT 9) 3. Box 163411, completed an undecided speaker card relative to Mayor and Council Communication C-28644 and was recognized by Mayor Price but was not present in the Council Chamber. Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Flores, that Mayor and Council Communication C-28644 be approved and Appropriation Ordinance No. 23156-03-2018 be adopted. Motion passed 9-0. 11. M&C C-28646 - Authorize Execution of a Hangar and Ground Lease Agreement with Mandatory Improvements with The Meyers Investment Group, LLC, for Lease Site 32 at Fort Worth Spinks Airport (COUNCIL DISTRICT 6) Mr. Douglas Myers, 12032 Carlin Drive, appeared before Council in support of Mayor and Council Communication C-28646. The following individuals appeared before Council in opposition to Mayor and Council Communication C-28646. Mr. Jim Ireland, 8016 West Boyce (provided handouts) Mr. Harry Phillips, 8024 Country Road 131, Grandview, Texas Mr. Earl Kirkpatrick, 8950 Forum Way (provided handouts) Mr. Brad Donner, 1311 Wildcat Way, appeared before Council undecided relative to Mayor and Council Communication C-28646. Motion: Council Member Jordan made a motion, seconded by Council Member Bivens, that Mayor and Council Communication C-28646 be approved. Motion passed 9-0. Presentation of Proclamation for National Community Development Week Council Member Allen Gray presented a Proclamation for National Community Development Week to Mr. Jerome Johnson, Community Development Council Coordinator. X. ANNOUNCEMENTS BY CITY COUNCIL MEMBERS AND STAFF 1. Upcoming and Recent Events Mayor Price, Mayor Pro tem Shingleton, and Council Members Flores, Moon, Bivens, and Allen Gray announced upcoming and recent events within the City and various Council districts. 2. Recognition of Citizens There were no recognition of citizens. 3. Approval of Ceremonial Travel There was no approval of ceremonial travel. XI. PRESENTATIONS BY THE CITY COUNCIL 1. Changes in Membership on Boards and Commissions There were no changes in memberships on boards and commissions. XII. PRESENTATIONS AND/OR COMMUNICATIONS FROM BOARDS, COMMISSIONS AND/OR CITY COUNCIL COMMITTEES There were no presentations and/or communication from boards, commissions, and/or City Council committees. XIII. RESOLUTIONS 1. A Resolution Approving for Purposes of Section 147(f) of the Internal Revenue Code of 1986, the Multifamily Housing Revenue Bonds for the Prince Hall Gardens Apartments to be Issued by Trinity River Public Facility Corporation (COUNCIL DISTRICT 5) Motion: Council Member Bivens made a motion, seconded by Mayor Pro tem Shingleton, that Resolution No. 4919-03-2018 be adopted. M&C G-19253 - Adopt Ordinance Eliminating Two Judicial Places, Appointing the Municipal Judges, Chief Judge and Deputy Chief Judge for a Two-Year Term Commencing April 1, 2018 and Ending March 31, 2020 (ALL COUNCIL DISTRICTS) Chief Judge Danny Rodgers, 3521 Minot Avenue, appeared before Council in support of Mayor and Council Communication G-19253. Motion: Council Member Byrd made a motion, seconded by Council Member Allen Gray, that Mayor and Council Communication G-19253 be approved and Ordinance No. 23157-03-2018 be adopted. Motion passed 9-0. 2. M&C G-19254 - Conduct Public Hearing on the Application by FW Stallion Ridge, LP to the Texas Department of Housing and Community Affairs for Non-Competitive Housing Tax Credits for the Development of the Stallion Ridge Apartments to be Located Southeast of the Intersection of South Race Street and Shelby Lane, Adopt a Resolution of No Objection to the Application, Acknowledge that the One Year, Three Mile Rule Applies to the Proposed Development, and Make Related Determinations (COUNCIL DISTRICT 8) (PUBLIC HEARING) Mayor Price opened the public hearing. a. Report of City Staff Mr. Chad Laroque, Neighborhood Services Department, appeared before Council and provided a staff report. b. Citizen Presentations There were no Citizen Presentations. Council Action Motion: Council Member Allen Gray made a motion, seconded by Council Member Zadeh, that the public hearing be closed, Mayor and Council Communication G-19254 be approved and Resolution No. 4921-03-2018 be adopted. Motion passed 9-0. C. Purchase of Equipment, Materials, and Services I. M&C P-12179 - Authorize Agreements with Lawn Patrol Service, Inc., MG Lawn and Landscape, LLC, and H. Mike Lauderback d/b/a New Era Contract Services in a Combined Annual Amount Up to $380,000.00 with an Initial Three-Year Term for a Combined Total Amount of $1,140,000.00 for Alley Maintenance for the Neighborhood Services Department and Authorize Two One-Year Renewal Options (ALL COUNCIL DISTRICTS) Motion: Council Member Bivens made a motion, seconded by Council Member Flores, that Mayor and Council Communication P-12179 be approved with gratitude. Motion passed 9-0. 2. M&C P-12180 - Authorize the Purchase of Four Pickup Trucks from Sam Pack's Five Star Ford, LTD, in an Amount Up to $104,942.50 for the Fire Department Through the Property Management Department Using Grant Funds (ALL COUNCIL DISTRICTS) Motion: Council Member Jordan made a motion, seconded by Mayor Pro tem Shingleton, that Mayor and Council Communication P-12180 be approved. Motion passed 9-0. F. Award of Contract 1. M&C C-28648 - Authorize Execution of a Contract with Jackson Construction, Ltd., in the Amount of $2,824,611.00 for Walsh Ranch Sanitary Sewer Main Extension, Phase IVA, Provide for Staff Costs and Contingencies for a Total Amount of $3,283,017.00, Adopt Resolution Expressing Official Intent to Reimburse Expenditures with Proceeds of Future Debt and Adopt Appropriation Ordinance (COUNCIL DISTRICT 3) Motion: Council Member Byrd made a motion, seconded by Council Member Moon, that Mayor and Council Communication C-28648 be approved and Resolution No. 4922-03-2018 and Appropriation Ordinance No. 23158-03-2018 be adopted. CITIZEN PRESENTATIONS Mr. Bob Willoughby, 6731 Bridge Street #125, appeared before Council relative to Code Compliance. Mr. Isaiah Smith, P.O. Box 163411, completed a Citizen Presentation card relative to the creation of a citizens police review board and was recognized by Mayor Price but was not present in the Council Chamber. Mr. Charleston White, 1012 Fairweather Drive, completed a Citizen Presentation card relative to the lack of concern for the safety of low income African-Americans and was recognized by Mayor Price but was not present in the Council Chamber. XVI. EXECUTIVE SESSION (CITY COUNCIL CONFERENCE ROOM, CITY HALL, ROOM 290) XVII.
