SUBJECT AMENDMENT OF INTERLOCAL AGREEMENT WITH THE TEXAS NATURAL
RESOURCES CONSERVATION COMMISSION FOR THE OPERATION OF LOCAL
AIR POLLUTION MONITORING SITES
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute an amendment to City Secretary Contract No. 26198 with
the Texas Natural Resources Conservation Commission (TNRCC) for the operation of local air
pollution monitoring sites; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $30,000, subject to receipt of an executed contract.
DISCUSSION:
On August 15, 2000 (M&C G-12984), the City Council approved an Interlocal Agreement with the
TNRCC for the operation and maintenance by the City of six air-pollution monitoring sites in the local
area. The agreement with the TNRCC is for a two-year period that began September 1, 2000, and will
expire August 31, 2002, in the amount of $44,000 per year.
The TNRCC has submitted a contract amendment that increases the unit price for the monitoring
activities by $10,000 per monitor, per year. The amencment raises the annual contract amount from
$44,000 to $104,000. However, since the amendment is effective March 1, 2001, $30,000 in additional
funds will be applicable to the current period. For FY2001-2002, the City will receive the full amount of
$104,000.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, funds will be
available in the current operating budget, as appropriated, of the Grants Fund.
