RESOLUTION NO. ~~T
WHEREAS, on August 10, 1993, G. Pat Taylor, Sharon Armstrong,
Quincy L. Taylor, Arlene G. Chapin and Joe Guerrero filed
complaints with the Ethics Review Committee alleging that
Councilmember Virginia Nell Webber, violated various
sections of the City's Code of Ethics; and
WHEREAS, Section 2-245(a) of the Code of Ethics provides that when
a complaint is filed against certain officials, including
members of the City Council, independent legal counsel
shall be selected by the Committee to advise the
Committee and to participate in hearings; and
WHEREAS, such independent legal counsel is to be selected by the
Ethics Review Committee on a. case-by-case basis and fee
arrangements for such counsel are subject to approval by
the City Council; and
WHEREAS, on August 19, 1993, the Committee voted to select Karen
Gordon as .its independent legal counsel in the
proceedings relating to Councilmember Webber; and
WHEREAS, Karen Gordon possesses the knowledge and experience to
advise the Committee in this matter;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH:
I.
That Karen Gordon be retained as independent legal counsel
pursuant to Section 3, Chapter VI of the City Charter, and to
Section 2-243(a) of the Code of Ethics Ordinance to advise the
Ethics Review Committee concerning the complaints filed by G. Pat
Taylor, Sharon Armstrong, Quincy L. Taylor, Arlene G. Chapin and
Joe Guerrero against Councilmember Webber and to participate in any
hearings. concerning the complaints; and
II.
That, as far as practicable, the compensation to be paid Karen
Gordon for her services be fixed in an amount not to exceed $2, 500,
Ms. Cordon's hourly rate for handling this matter being 4/x$150.
