A Resolution ~Qj,'(J.TIO,IV 1vV.a~~~~ RELATING TO INCLUSION OF MINORITY AND WOMEN BUSINESSES, INDIVIDUALS, AND OTHER BUSINESSES IN ~~ FORT WORTH BOND ELECTION STREET PROJECTS WHEREAS, capital improvement programs approved by the citizens in bond elections provide not only needed infrastructure repairs but also provide for employment opportunities for residents of the City and professional and contracting opportunities for the businesses located in Fort Worth; and WHEREAS, under certain provisions it should be the policy of the City to strongly encourage employment of Fort Worth residents by those businesses that are awarded contracts to construct or repair the streets of the City as part of a capital improvement program funded through bond funds; and WHEREAS, contracting opportunities by the City for street repair programs ' which are part of a capital improvement program and funded by bond funds should be structured so that minority-owned, women-owned, and locally-owned businesses ..__. are encouraged to participate and seek out City contracts and that special emphasis should be placed on encouraging minority prime contracting; and ~ WHEREAS, participation of minority-owned businesses, women-owned businesses, and locally-owned businesses in the professional services aspects as well as the construction contracting aspects of bond sales and bond funding will provide for more opportunities for all businesses of the City; and WHEREAS, it should be the goal of the City to provide for a climate of inclusion and accessibility to its bond funded programs through the active participation of minority-owned, women-owned, and locally-owned businesses in order to foster employment .opportunities for its residents. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH: That the City of Fort Worth is committed to developing goals that will promote accessibility to contracting opportunities for minority-owned, women-owned, and locally-owned businesses especially as it relates to capital improvement programs funded through bond funds; and ~ ~ n ~ ~, CITY OF FORT WORTH -~.. r ,. ~~.: ~~~ That the City of Fort Worth will work toward developing provisions in street repair contracts that will encourage minority prime contracting; and That the City of Fort Worth resolves to continue its efforts to encourage the participation of minority-owned businesses, women-owned businesses and locally- owned businesses in all aspects of bond sales and bond contracting related to capital improvement programs. AND BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH: That the City Council reaffirms the policy of the city that states that "It shall be unlawful for any employer or general contractor doing business with the city, or any agent of any such employer or general contractor, or any labor organization or employment agency which engages in referring employee applicants to any .such employer or general contractor, to discriminate against any individual because of age, race, color, religion, sex or national origin in any manner involving employment...."(Sec 17-67 of the Fort Worth City Codel; and That the City Council hereby adopts the policy requiring contractors doing business with the City to outline and submit their affirmative action plans and/or workforce composition analyses to the City and instructs the City Manager to develop for presentation to the City Council specific criteria relating to the evaluation of affirmative actions plans and/or workforce composition analyses submitted by contractors and provide for a system of accountability to insure that all contractors are in compliance with the criteria as developed as well as with the City's Disadvantaged Business Enterprise policies.
