AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
STREET IMPROVEMENT FUND, FROM AVAILABLE FUNDS IN THE AMOUNT OF
$35,000.00, FOR THE FWPA WESTCREEK DRIVE PROJECT CONTINGENCIES;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Street
Improvement Fund in the amount of$35,000.00, from available funds, for the FWPA Westcreek Drive project
contingencies.
ECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 22928-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

The pedestrian bridge will span the culvert in the 4800-5000 blocks of Westcreek Drive,between Cordone
Street and Martin Lydon Avenue. The pedestrian bridge will not line up with driveways or streets.

of a Functional Artwork in the 4800 —5000 Blocks of Westcreek Drive and Adopt Appropriation Ord nance
(COUNCIL DISTRICT 9)
RECOMMENDATION:
It is recommended that City Council:
1. Authorize the execution of a Commission Contract with Volkan Alkanoglu DESIGN, LLC, in the amount
of$272,371.73 plus a contingency of$35,000.00 for the total of$307,371.73 for fabrication and
installation of a functional artwork in the 4800-5000 blocks of Westcreek Drive, 76133;
2. Authorize the transfer of$35,000.00 from the Public Art - 2004 CIP Programmable Project to the FWPA
Westcreek Drive Project; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Street Improvement Fund in the amount of$35,000.00 in the FWPA Westcreek Drive Project for
contingencies.
DISCUSSION:
Artist Volkan Alkanoglu is creating a site-specific, pedestrian bridge (62 feet in length x 14 feet in Width 6
feet in height) to span the culvert along Westcreek Drive between Bilglade Road and Interstate 20. This
artwork will provide better accessibility to this park-like area for residents of the surrounding neighborhood
and enable pedestrian connectivity from the Westcreek Drive walking path to the Trinity Trails via Kellis
Park, Foster Park and Overton Park.
Entitled "Drift", the bridge is inspired by the natural formations of the creek and the mid-century
architecture of the neighborhood. It transforms from a geometric form to an organic shape, widening in the
center to offer seating for users to briefly rest and enjoy the view. The ADA compliant bridge will be made
from laminated Spanish Cedar with internal stainless steel supports and will be treated with a clear coat
and anti-graffiti coating. Skateboarding deterrents will be integrated into the bridge.
Art Commission Action: On November 13, 2017, the Fort Worth Art Commission (FWAC) approved the
artist's Final Design and recommended the Artist be placed under an Artwork Commission Contract.

M/WBE OFFICE -The City's overall M/WBE goal for the Fort Worth Public Art Program is 25 percent of
total capital project dollars expended on public art annually.
Council Member Ann Zadeh concurs with the FWAC's recommendation to proceed with commissioning of
the Westcreek Drive Pedestrian Bridge Public Art Project.
This project is located in COUNCIL DISTRICT 9.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that funds in the amount of$272,371.73 are currently available in the
Westcreek Drive Public Art Project. Additionally, $35,000.00 in funds are available from the Programmable
Pot P00068 for appropriation to the Westcreek Drive Public Art Project upon M&C approval. This
appropriation will bring the total available funds for the commission phase to $307,371.73.
