1. CALL TO ORDER
With a quorum of the City Council Members present, Mayor for the Day, Mr. William Burnette,
Sophomore with the Fort Worth Country Day School, banged the gavel and Mayor Price called
the regular session of the Fort Worth City Council to order at 7:03 p.m. on Tuesday,
April 10, 2018, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas.

Motion: Council Member Jordan made a motion, seconded by Council Member Bivens, that
the minutes of the City Council Work Session and Regular meeting of
April 3, 2018, be approved. Motion passed 9-0.

of Additional Disaster Assistance Expenditures Related to Hurricane Harvey
from All Appropriate Federal, State, and Local Government Sources, Adopt
Appropriation Ordinance No. 23169-04-2018 Providing Additional Interim
Funding in the Amount of $450,000.00 Repeal Appropriation Ordinance
22862-09-2017 and Adopt Replacement Appropriation Ordinance No.

1. M&C C-28654 - Authorize Execution of a Joint Election Agreement and
Contract with the Tarrant County Elections Administrator for Election
Services for the Special Election to be Held on May 5, 2018, for the 2018 Bond
Election in the Estimated Amount of 5270,741.52, Authorize Payment of a
Seventy-Five Percent Deposit of the Estimated Cost in the Amount of
5203,100.00, and Authorize Payment of the Final Invoice, Including a Fifteen

2. M&C C-28655 - Authorize Execution of a Lease Agreement with the United

Motion: On behalf of the Legislative and Intergovernmental Affairs Committee, Mayor Pro
tem Shingleton made a motion, seconded by Council Member Jordan, that the
following individuals be appointed/reappointed effective April 10, 2018, and with
terms expiring October 1, 2019:

B. General
1. M&C G-19264 - Adopt Ordinance Authorizing Issuance of Tax Notes in an
Aggregate Principal Amount Not to Exceed $15,000,000.00, Approving Sale of
the Notes, Establishing Parameters with Respect to Sale of the Notes,
Delegating to Designated City Officials Authority to Effect Sale of the Notes,
Enacting Other Provisions Related to the Subject, and Declaring an Immediate
Effective Date and Adopt Appropriation Ordinance (ALL COUNCIL
DISTRICTS)
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Bivens,
that Mayor and Council Communication G-19264 be approved and Ordinance No.
23171-04-2018 and Appropriation Ordinance No. 23172-04-2018 be adopted.
Motion passed 9-0.

2. M&C G-19265 - Adopt Ordinance Providing for Issuance and Sale of General
Purpose Bonds Series 2018 in an Aggregate Principal Amount Not to Exceed
$65,000,000.00, Establishing Parameters with Respect to Sale of the Bonds,
Delegating to Designated City Officials Authority to Effect the Sale of the
Bonds, Enacting Other Provisions Related to the Subject, Authorizing Partial
Cash Defeasance of$16,420,000.00 of City of Fort Worth, Texas, Combination
Tax and Limited Surplus Revenue Certificates of Obligation Series 2009 Using
Fund Balance in the General Debt Service Fund, and Declaring an Immediate
Effective Date; and Adopt Appropriation Ordinance (ALL COUNCIL
DISTRICTS)
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Flores,
that Mayor and Council Communication G-19265 be approved and Ordinance No.
23173-04-2018 and Appropriation Ordinance No. 23174-04-2018 be adopted.
Motion passed 9-0.
3. M&C G-19266 - Adopt Thirty-Third Supplemental Ordinance Authorizing
Issuance of City of Fort Worth, Texas Water and Sewer System Revenue
Bonds, Series 2018, in an Aggregate Principal Amount Not to Exceed
$50,000,000.00, Establishing Parameters with Respect to the Sale of the Bonds,
Delegating to Designated City Officials Authority to Effect the Sale of Bonds,
and Enacting Other Provisions Relating to the Subject; Adopt Amended and
Restated Thirty-Second Supplemental Ordinance, which Mirrors Ordinance
23029-12-2017 but Extends the Term of Delegated Authority and Reflects
Minor Conforming Changes and Adopt Appropriation Ordinance (ALL
COUNCIL DISTRICTS)
Motion: Council Member Jordan made a motion, seconded by Mayor Pro tem Shingleton,
that Mayor and Council Communication G-19266 be approved and Thirty-Third
Supplemental Ordinance No. 23175-04-2018, Amended and Restated Thirty-
Second Supplemental Ordinance No. 23176-04-2018, and Appropriation Ordinance
No. 23177-04-2018 be adopted. Motion passed 9-0.
F. Award of Contract
1. M&C C-28656 - Authorize Execution of a Community Facilities Agreement
with Walton Development & Management TX, LLC, in the Amount of
$2,507,612.84 with City Participation in an Amount Not to Exceed
$1,012,476.60 for the Construction and Oversizing of 10,239 Linear Feet of 18-
Inch Sewer Main to 36-Inch Sewer Main to Serve Rock Creek Ranch/Tarleton
State University located in the City of Fort Worth (COUNCIL DISTRICT 6)
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Bivens,
that Mayor and Council Communication C-28656 be approved. Motion passed 9-0.

2. M&C C-28657 - Authorize Execution of a Commission Contract with Volkan
Alkanoglu DESIGN, LLC, in the Amount of$272,371.73 Plus a Contingency of
$35,000.00, for a Total of $307,371.73, for Fabrication and Installation of a
Functional Artwork in the 4800 — 5000 Blocks of Westcreek Drive and Adopt
Appropriation Ordinance (COUNCIL DISTRICT 9)
Motion: Council Member Zadeh made a motion, seconded by Council Member Bivens, that
Mayor and Council Communication C-28657 be approved with enthusiasm and
Appropriation Ordinance No. 23178-04-2018 be adopted. Motion passed 9-0.
(The record reflects that the final design total reflected in the discussion section should be
$61,598.63.)
3. M&C C-28658 - Authorize Execution of a Five-Year Tax Abatement
Agreement with DHC Properties, LLC, for the Construction of a Single Family
Residence Located at 1315 S. Adams Street in the Magnolia Village
Neighborhood Empowerment Zone (COUNCIL DISTRICT 9)
Motion: Council Member Zadeh made a motion, seconded by Council Member Moon, that
Mayor and Council Communication C-28658 be approved. Motion passed 9-0.
4. M&C C-28659 - Authorize Execution of a Five-Year Tax Abatement
Agreement with Scenic Race, LLC, and Assignment After Closing to PMA FW
Presidio, LLC, to Construct a 138 Residential Unit Complex Located at the
Corner of Oakhurst Scenic Drive and Race Street in the Six Points
Neighborhood Empowerment Zone and Permit Certain Payments to the Fort
Worth Housing Finance Corporation to Satisfy Affordable Housing
Requirements (COUNCIL DISTRICT 9)
Motion: Council Member Zadeh made a motion, seconded by Council Member Moon, that
Mayor and Council Communication C-28659 be approved. Motion passed 9-0.
XIV. ZONING HEARING
The City Council, at its meeting of March 6, 2018, continued Zoning Docket ZC-17-205:
Mayor Price opened the public hearing.
1. ZC-17-205 - (CD 8) - Joyce Heredia, 2525 & 2529 Wilkinson Avenue; From:
"B" Two-Family To: "PDB" Planned Development for all uses in "B" Two-
Family plus barbershop on one side only to be developed to "ER"
Neighborhood Commercial Restricted standards with waivers to signage and
setbacks; site plan included 0.49 acres (Recommended for Denial by the Zoning
Commission) (Continued from a Previous Meeting)

Motion: Council Member Allen Gray made a motion, seconded by Council Member Jordan,
that Zoning Docket ZC-17-205 be continued to the April 17, 2018, Council
meeting. Motion passed 9-0.
There being no one present desiring to be heard in connection with the recommended changes
and amendments pertaining Zoning Ordinance No. 21653-02-2015 for the above-listed cases,
Council Member Allen Gray made a motion, seconded by Council Member Jordan, that the
hearing be closed. Motion passed 9-0.
XV. CITIZEN PRESENTATIONS
Ms. Judith Hallam, 10625 Highland Ridge Road, completed a Citizen Presentation card relative
to the concern of mental health issues and educating the Police and Fire Departments and was
recognized by Mayor Price but was not present in the Council Chamber.
Mr. Bob Willoughby, 6731 Bridge Street #125, appeared before Council relative to allocation of
bond dollars.
Mr. Matthew Spano, 10709 Lipan Trail, appeared before Council relative to the 2018 Bond
Election.
Mr. Gerald Banks, Sr., 6861 Routt Street, appeared before Council and silently protested his
wrongful arrest, police brutality, and race relations.
Mr. Charleston White, 1012 Fairweather Drive, appeared before Council relative to the Rosedale
construction in Stop Six.
Mr. Robert Horton, 9104 Autumn Falls Drive, appeared before Council relative to tree ordinance
enforcement.
XVI. EXECUTIVE SESSION (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290)
XVII. ADJOURNMENT
There being no further business, Mayor Price adjourned the Regular meeting at 7:43 p.m., in
memory of Lieutenant Mark Cone, Fort Worth Fire Department, who passed away Monday,
April 9, 2018.
