AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS OPERATING FUND IN THE AMOUNT OF UP TO $700,750.00, SUBJECT
TO EXECUTION OF THE GRANT AGREEMENT AND RECEIPT OF THE GRANT, FOR
THE CITY'S AFTER SCHOOL SNACK AND SUPPER PROGRAM; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Gran
Operating Fund in the amount of$700,750.00,subject to execution of the grant agreement and receipt of the
grant, for the City's After School Snack and Supper Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or voi
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impai
the remaining portions, sections, or parts of sections of this ordinance,which said remaining provisions sha
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 22927-09-2017 and all other ordinances an
appropriations amending the same except in those instances where the provisions of this ordinance are i
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions o
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Application for and Acceptance of, if Awarded, a Grant from the Texas Department of Ag6cufture
in an Amount Up to $700,000.00 for the Child and Adult Care Food Program for At-Risk After-Schaal Care
Centers, a Federally Funded Program Sponsored by the United States Department of Agriculture for the
City's After School Snack and Supper Program, Authorize Related Contracts, Adopt Appropriation
Ordinance and Waive Indirect Costs (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for and acceptance of, if awarded, a grant from the Texas Department of
Agriculture's Child and Adult Care Food Program for At-Risk After-School Care Centers in the amount up
to $700,000.00 for the City's After-School Snack and Supper Programs;
2. Authorize the execution of related contracts, including any amendments, renewals and extensions in
accordance with City policies and regulations and the Texas Department of Agriculture for the grants
funds;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Operating Fund in the amount up to $700,000.00, plus an additional $750.00 in earned interest
attributable to funds received, subject to receipt of the grant; and
4. Waive indirect costs in the amount of$5,000.00.
DISCUSSION:
The Healthy, Hunger-Free Kids Act of 2010 authorizes funding and sets policy for the U.S. Department of
Agriculture's core child nutrition programs, which include the Child and Adult Care Food Program
(CACFP). The CACFP is administered by the Texas Department of Agriculture and is intended to help
integrate nutritious meals with organized childcare services. The At-Risk After-School Care Center
component of the CACFP provides reimbursement for snacks and meals served to children through age
18 who are participating in structured after school programs. The At-Risk After-School Care Center must
provide a safe place for school aged children to go after school, incorporate educational and enriching
activities, minimize the risk of those children becoming involved in counterproductive and potentially
dangerous activities, and provide an after school snack and/or supper meal as an additional benefit.
It is projected that 5,000 snacks and 175,000 lunch/supper meals will be served to approximately 1,000
children at 23 community centers and youth serving agencies operating the City's At-Risk After-School
Programs from October 1, 2018 through September 30, 2019. The Community Services Division of the
Neighborhood Services Department will administer the program in accordance with the guidelines
established by the U.S. Department of Agriculture and the Texas Department of Agriculture. Existing Staff

oversees this program. No additional City funds will be used in the administration of this grant.
A waiver by the City of indirect costs will maximize program benefits, because the addition of indirect costs
would result in the reduction of services to children, Staff recommends shifting the burden of indirect
support of this program to the General Fund. The estimated indirect costs to be waived equal $5,000.00.
This program serves ALL COUNCIL DISTRICTS.
This contract will be with a governmental entity, state agency or public institution of higher education:
(Texas Department of Agriculture).
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund. This is a fee-for-service and reimbursement grant.
