LI��� `417Z- QQ� sk c� SECOND ADDENDUM TO CITY SECRETARY CONTRACT NO. 44695 os �y econd Addendum to City Secretary Contract Number 44695 ("Second Addendum") is by een the City of Fort Worth ("City"), a home-rule municipal corporation of the State of Texas, acting by and through its duly authorized Assistant City Manager, and Rosa Lowinger and Associates, Inc. ("Conservator"), a California for profit corporation, acting by and through Rosa Lowinger, its duly authorized Officer. The City has designated the Arts Council of Fort Worth & Tarrant County, Inc., to manage this Agreement on its behalf. WHEREAS, the City and Conservator entered into a Professional Services Agreement for the purpose of assisting with the care and maintenance of the Public Art Collection, the same being City Secretary Contract("CSC")No.44695,and two renewals CSC 44695-R1 and 44695-R2; WHEREAS, the City and Contractor have entered into one addenda CSC 44695-A1 related to the services provided under the Agreement; WHEREAS, the Agreement sets forth that the Services to be provided shall be based on the annual Fort Worth Public Art work plan and on an as-needed basis in accordance with fully executed addenda; WHEREAS,this Second Addendum is intended to serve as such and sets forth the Services to be provided per the Agreement in accordance with the terms therein; and WHEREAS, the City and Conservator wish to set out the Services to be provided per the Agreement that will be specific to this Second Addendum with the intent that further Services may be requested by the City through future addenda. NOW, THEREFORE, in consideration of the mutual covenants herein expressed, the parties agree as follows: 1. The Services to be performed by the Contractor for this Second Addendum are set forth in the Contractor's"Contractor's Proposal,"which is attached hereto as Exhibit"E"and incorporated herein for all purposes, and includes all labor,travel,and any other expenses required to complete the Services. 2. In consideration of the Services to be performed under this Second Addendum,the City agrees to pay the Contractor an amount up to Twenty-Three Thousand and Two Hundred and Thirty Dollars and No Cents($23,230.00)including a contingency in the amount of Two Thousand Three Hundred and Twenty Three Dollars and No Cents($2,323.00) in accordance with the terms of Article 3 of the Agreement.Any amounts paid in this Second Addendum shall be credited towards the total amount paid under the Agreement,including any amendments or addenda. 3. The Contractor shall provide the Contract Manager with a schedule and a written plan detailing the moving process for the Artwork, including dates,times,and equipment to be used. The pieces were examined June 27, 2017, by chief conservator Rosa Lowinger, in conjunction with City Public Art Manager Jenny Conn. The purpose of the assessment was to come up with recommendations for maintenance and/or conservation and provide general cost/time recommendations for the work. Based on the assessment,we anticipate that the treatment of Prarie W»d,as well as sounding& the collection at Embroidery Dreams will take place over the course of a one week trip. Any replacement tessera needed will be notated, researched and installed during a subsequent visit (TBD). After the first visit, we will be able to provide a better estimate for the treatment of Emlxoidery Dreams.This will also give us time to determine the logistical needs for these mosaics. The cost of travel and lodging is based on performing the scope of work oudined below during a one week site visit to Ft. Worth. Lodging and per diem will be billed at GSA rates for Fort Worth. ARTIST:MICHAEL PAVLOSKY TITLE:PRAIRIE WINO Date:2010 Location:HadleyPark Materials:Bronze Dimensions:Not available at this time Description:This is a single component bronze monument with a figure on top.The piece sits in the center of a circular double concrete platform with expansion joints and water run off points cut into the concrete. The sculpture itself is a hollow cast bronze column,pyramidal in profile, with embossed figures of woodland animal:K, birds, and sea creatures respectively on each face. The animals are heavily articulated with raised and incised lines to create the shapes. The relief is approximately V in depth at the highest point.The sculptural figure on top is a female in a long flowing dress with amts up stretched over her head and her left arm extending to the left. She arches backwards and her hair flows to the left. The surface color is a mottled golden-brown patina.The patina has been worked on in the past and there are areas of golden color with depth, surrounded by areas that appear to have been abraded off and not fully integrated. Condition:Overall the piece is intact structurally,with no apparent breaks,cracks,or losses.This was examined from ground level and the figure itself should be checked for stability. The main concern with this artwork is extensive and pervasive bird droppings and patina alteration. The piece is the only tall item in the landscape in this area for approximately 40'.Therefore,birds roost on the top and have covered the top and sides in droppings.The most badly affected side is the one that has the fish on it.The hands of the figures,especially the proper right hand,are especially thick with droppings. One assumes that the top of the pyramidal column is also covered but it cannot be seen from ground level. This artwork suffers greatly from this condition. A previous conservation treatment to remove the droppings resulted in damage to the patina. According to Jenny Conn, this was addressed by partial or full re-patination. The color, however, remains uneven especially on the column, and especially on the face with the birds that looks to the Southwest.There are patches of mottling and color shifts that do not look appropriate.Overall the figure is darker than the column.The base has striations as if it had been cleaned harshly with an abrasive pad leaving silvery patches of metal. Recommended Conservation: NOTE:There is no water at this site and the cost for bringing in a tank of water is not caiculatea within these estimates. 1. Test mock-ups of color off site at RLA studio prior to arrival in Ft.Worth to hone in on proper patina formulation.Alternatively,obtain proper patina formula from artist's studio. 2. Dry brush bird droppings using proper face protection. 3. Rinse the sculpture with filtered tap water. Wash with a conservation grade detergent and filtered tap water to remove dirt and grime. 4. Remove corrosion mechanically with mild abrasive pads. S. Clean with organic solvents as needed to remove oily residues and old wax in preparation for local re-patination. 6. Re-patinate areas of patina loss to blend with desired effect. 7. Apply an RLA formulated conservation grade wax to heated metal. RLA proposes using a high-milting temperature formula. 8. Apply one coat of cold proprietary paste wax to the surface.Buff in early morning or in conditions that will not remove the wax. 9. Prepare a detail report describing the materials and methods used for treatment and maintenance recommendations. ARTIST:LETKU HUERTAt TITLE:EMBROIDERY DREAMS -� Date:2012 Location:28'St.Bridge Materials:Glass and ceramic tiles Dimensions:Not available at this time t Description: This artwork is a major architectural feature consisting of an entire bridge that was fabricated to include cast concrete panels and mosaic panels.There are four sides to the artwork. Two of the sides face the roadway,and two of the other skies face a riverbed. The decorative cast concrete is all on the river— facing portions. These consists of high relief concrete forms and figures, primarily in decorative recognizable forms. The main subject of this report are the mosaic panels.There appeared to he 58 panels in varying lengths.All are the same height which is ca.4'. On the river facing portions there are also long thin vertical mosaic elements that go from the base of the bridge down to the level of the water. The images are of doves flying with outstretched wings, flower garlands, and peacocks. The most common of the panels depict the outstretched winged doves.34 of the parcels represent this image.There are 16 flower garland parcels and eight Peacock panels. The Peacock panels are larger than the other ones. There are also round inset mosaic parcels in the bridge deck These appear to be exhibiting excessive damage. There is wholesale detachment of the tesserae and they are not well bonded to the surface. Condition: Most of the mosaics are in good condition. The colors appear stable and the grout appears stable. There are two main types of damage. One is large areas of tessera loss due primarily to impact of some son.There are two main areas of the bridge that exhibit this condition —both on the south side.The second area of damage is more perplexing,and that is widespread detachment of individual tesserae. Almost every panel exhibits some variety of this condition. From a quick observation it appears that the panels with the blue doves have the condition the worst.It is not clear what is causing this;however,there is excessive vibration on this bridge and it's possible that constant movement is jostling the tesserae off of the mortar and grout beds. At least three of the long vertical panels on the interiors exhibit large areas of loss as well. The area around this artwork is very dirty and there is a great deal of broken glass and debris mixed in with detached tesserae on the bridge deck. Ang. Phase 1 consists of steps 1-5 and will be completed during the initial,one week site visit and assessment.Treatment of the mosaics would occur at a later date TBD.It is possible that due to heavy traffic,the work would be best performed at night If so,cost for labor would rise 15-20%and additional safety equipment and lighting would be required. 1. Perform a full sounding of the panels to determine how much detachment is present. Sounding of the river-side portions can only be achieved if there is major debris removal in that area and protections are put in place for work to be carried out. We recommend beginning on the bridge decks themselves. 2. Examine the materials used to set the dies and see if something that has a bit more elastomeric quality can be used to prevent popping from vibration.Test the condition of the adhesive and work with the manufacturer who provided the adhesive. 3. Gather the loose tesserae on a regular basis and save them for reattachment. 4. Source replacement tiles for future treatments.Provide samples of replacement tiles for approval. S. Determine if a different adhesive needs to be used. 6. Repair floor mosaics.• 7. Mobilize a full conservation program for the bridge,with the possibility of resetting large swaths of tile as needed. B. Clean all loose rises and all areas to be worked on. 9. Adhere loose tiles in place. 10.Inject areas that are detached but not lost. 11.Perform the same on the river-side portions(costs are not included for this as they will need to be determined in phase 1.) 12.Grout areas where tiles are replaced. 13.Prepare a detail report describing the materials and methods used for treatment and maintenance recommendations.
