CITY COUNCIL WORK SESSION

With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:06 p.m. on Tuesday, April 10, 2018, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manap-er—David Cooke, City Manager
a. Changes to the City Council Agenda
There were no changes to the City Council Agenda.
b. Upcoming and Recent Events
• Fire Station 42 Ribbon Cutting and Open House, Saturday, April 14, 2018, at 10:00 a.m.
• Task Force on Race and Culture will meet on Monday, April 16, 2018, at 5:00 p.m. at the
Botanic Garden.
• Upcoming 2018 Bond Meetings:
• Thursday, April 12, 2018, at 6:30 p.m. at Fort Worth Botanic Garden
• Monday, April 16, 2018, at 6:30 p.m. at Heritage Church of Christ
• Early voting for the 2018 Bond election is April 23, 2018, - May 1, 2018. Election Day
is May 5, 2018.

3. Responses to Items Continued from a Previous Week
a. ZC-17-205 - (COUNCIL DISTRICT 8 - Kelly Allen Gray) - Joyce Heredia, 2525
& 2529 Wilkinson Avenue; From: "B" Two-Family To: "PD/B" Planned
Development for all uses in "B" Two-Family plus barbershop on one side only;
site plan included 0.49 acres (Recommended for Denial by the Zoning
Commission) (Continued from March 6, 2018 by Council Member Allen Gray)
The Council Member indicated that this would be postponed for one week.
4. Interim Report on Neighborhood Empowerment Zone Study - Fernando Costa, City
Manager's Office and Anne Ricker, Ricker Cunningham
Assistant City Manager Fernando Costa, City Manager's Office, and Ms. Anne Ricker, Ricker
Cunningham, provided a report on the Neighborhood Empowerment Zone Study. The
recommendations are:
• Withdraw M&C (elimination of subject NEZs) from April 17 City Council agenda.
• Analyze data on city neighborhoods to identify areas of greatest need.
• Conduct "but-for" analyses of recent project applications.
• Prepare draft amendment to existing NEZ policy.
• Coordinate policy revisions with Economic Development Department's efforts.
• Recommend specific programmatic and administrative improvements
5. Presentation on Como Community Center - Richard Zavala, Park and Recreation
Department
Mr. Richard Zavala, Park and Recreation Department, gave an update on the Como Community
Center and the current project estimate ($13,900,000.00) and total funding gap ($5,650,000.00).
The recommendation is to fund the gap with $1,000,000.00 from Park Gas Revenues and
$4,650,000.00 from Tax Notes.

6. Presentation of the 2018 Debt Plan and Financings - Aaron Bovos, Financial
Management Services
Mr. Aaron Bovos, Financial Management Services, gave an update on upcoming debt and
financing issues. His report included the GO debt capacity and included upcoming debt
issuances including Tax Notes, 2018 General Purpose Bonds, 2009 Certificates of Obligation
defeasance, Water and Sewer Fund new money issue and Rock Creek Public Improvement
District revenue bonds.
7. Fire Fighter Healthcare Update - David Cooke and Susan Alanis, City Manager's
Office
Assistant City Manager Susan Alanis, City Manager's Office, provided an update on the Fire
Fighter Healthcare plan including accomplishments and further tasks including the retiree wavier
agreement, risk mitigation, risk to members, potentially considering CBA amendments and
Healthcare contract on the April 17, 2018, council agenda and the Association holding the
election April 18, 2018 — April 20, 2018. The consensus was to continue to push this item to a
May meeting.
8. City Council Requests for Future Agenda Items and/or Reports
There were no requests.
9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290)
There was no executive session.
There being no further business, Mayor Price adjourned the City Council Work Session at
5:44 p.m.
