Gonzales, Assistant City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:04 p.m. on Tuesday, April 17, 2018, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager—David Cooke, City Manager a. Changes to the City Council Agenda There were no changes to the City Council Agenda. b. Upcoming and Recent Events - Race and Culture Leadership Training for Fort Worth City Council, Appointed Officials and Assistant City Managers will be held on Tuesday, April 24, 2018, 9:00 a.m. to 4:00 p.m. at the Multipurpose Room, Bob Bolen Public Safety Complex - Upcoming Bond Meetings o Thursday, April 19, 2018, at 6:30 p.m., R.D. Evans Community Center, 3243 Lackland Road o Monday, April 23, 2018, at 6:30 p.m., UCC Polytechnic Center, 3100 Avenue I o Thursday, April 26, 2018, at 6:30 p.m., Northside Community Center, 1100 N.W. 181h Street - Early Voting for 2018 Bond Election begins April 23, 2018 through May 1, 2018. Organizational Updates and Employee Recognition(s) Mr. Doug Wiersig, Transportation and Public Works Director, recognized TPW employee Mr. Kevin Stone who won First Place in the Equipment Roadeo event operating a backhoe at a recent statewide Texas APWA Public Workshop. Mr. Stone received a scholarship to attend the APWA National Equipment Roadeo in Kansas City in August. Fire Chief Pat Vasquez recognized Mr. Jamal Anderson for an act of bravery on Saturday, April 14, 2018. Mr. Anderson responded to the screams of his neighbor at 5716 Truman and rescued a disabled occupant through a bedroom window. Fire crews contained the fire to 50% of the structure and wanted to recognize Mr. Anderson for his bravery. Chief Judge Danny Rodgers, Municipal Court Department, recognized the Fort Worth Teen Court Teen Attorney Team A, who won the Teen Court mock trial competition on April 7, 2018. Team A competed against 21 other teams from 11 different Teen Courts. Judge Rodgers introduced Ms. Susan Wolf, Teen Court Coordinator, and members of Team A. Mayor Price stated that she had received a call from a friend whose daughter struggles with mental health issues and asked what she was doing for mental health and the Mayor referred her to Chief Fitzgerald. Chief Fitzgerald reached out to Police Officer Jason Manning from the Mental Health Task Force who went to the house to speak to the mother and daughter. Mayor Price outlined comments from a letter she had received from the mother who commended the compassion and professionalism of Officer Manning and added that because of Officer Manning's visit, the daughter said she could now be an advocate for other people who were struggling with mental health issues. She further stated that her friend's only recommendation was that a woman be added to the Mental Health Task Force. d. Informal Reports 1. IR 10130: February 2018 - Sales Tax Update 2. M&C G-19157 - (COUNCIL DISTRICTS 3 - Brian Byrd, 8- Kelly Allen Gray and 9 - Ann Zadeh) - Conduct Public Hearing, Adopt Resolution to Terminate the Berry/University, Magnolia Village and Trinity Park Neighborhood Empowerment Zones (COUNCIL DISTRICTS 3, 8 and 9) (Continued from March 20, 2018 by Council Member Zadeh) This will be withdrawn from the agenda. ZC-17-205 - (COUNCIL DISTRICT 8 - Kelly Allen Gray) - Joyce Heredia, 2525 & 2529 Wilkinson Avenue; From: "B" Two-Family To: "PDB" Planned Development for all uses in "B" Two-Family plus barbershop on one side only; site plan included 0.49 acres (Recommended for Denial by the Zoning Commission) (Continued from March 6, 2018 by Council Member Allen Gray) This will be continued to the May 1, 2018, Council meeting. 4. Presentation on Storm Water Master Plan — Greg Simmons and Jennifer Dyke, Transportation and Public Works Department Mr. Greg Simmons and Ms. Jennifer Dyke, Transportation and Public Works Department, presented an update to the Storm Water Management Program Master Plan. They provided background information on the program and explained the goals for the master plan update. They further advised of the engagement process and the major outcomes, followed by a summary of the implementation and next steps in the process which included an M&C being placed on the May 1, 2018, Council meeting agenda recommending adoption of the master plan. 5. Truancy Update—Teresa Ewing, Municipal Court Ms. Teresa Ewing, Municipal Court, provided a presentation on truancy and how it has changed in Texas. She explained how truancy was defined by the Texas Education Code and then advised how HB2398 (September 1, 2015) reformed truancy by decriminalizing truancy for the student and replacing it with a civil offense called "truant conduct". She provided further information on other changes resulting from HB2398 as well as the Truancy Intervention Program created collaboration with Fort Worth ISD. She concluded by advising of the changes in Municipal Court and Fort Worth Police Department. Council Member Flores inquired how students have been impacted by truancy changing from a criminal offense to a civil offense. Ms. Ewing stated she would work with Fort Worth ISD to gather that information and provide a report to the City Council at a later date. 6. Update on the Opioid Crisis —Deputy Chief Robert Alldredge, Police Department Deputy Chief Robert Alldredge, Police Department, Fire Assistant Chief Homer Robertson, and Senior Assistant City Attorney Christopher Mosley, provided a historical perspective of the opioid crisis and presented overviews on a national level and at Tarrant County level. A summary of the Police Department's approach to targeting opioids was presented as well as the Fire Department's response to opioids. Information on opioid lawsuits and causes of action completed the presentation. CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION APRIL 17, 2018 Page 4 of 4 7. Presentation on Proposed Repeal and Restatement of Wrecker Ordinance – Chief Joel Fitzgerald, Police Department Chief Joel Fitzgerald, Police Department, provided a presentation on the repeal and restatement of Chapter 34, Article V, Wreckers, City Code of Ordinances. Chief Fitzgerald provided a history of the current ordinance and of the challenges being experienced with the current ordinance. He outlined the goals of the changes to the ordinance and advised of the process to date. He added that staff s recommendation was to place the towing ordinance on the May 1, 2018, City Council agenda for consideration, issue request for proposals on May 2, 2018, and if the ordinance is adopted, target City Council approval of the new contract(s) for towing services for June 26, 2018. 8. City Council Requests for Future Agenda Items and/or Reports Council Member Bivens requested an IR on rerouting Trinity Metro's service in the Cavile area. She added that this would probably be a coordinated effort of Trinity Metro and Fort Worth Housing Solutions with the City's participation. She also requested that Lake Shore Drive be included in the next update to the City's Master Plan. 9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL, ROOM 290) There was no executive session.
