I. CALL TO ORDER
With a quorum of the City Council Members present, Mayor Price called the regular session of
the Fort Worth City Council to order at 7:01 p.m. on Tuesday, April 17, 2018, in the City
Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
II. INVOCATION—Reverend Kevin Pullam, Pleasant Mt. Gilead Baptist Church
The invocation was provided by Reverend Kevin Pullam, Pleast Mt. Gilead Baptist Church.

IV. CONSIDERATION OF THE MINUTES OF THE REGULAR MEETING OF

Motion: Council Member Jordan made a motion, seconded by Council Member Bivens, that
the minutes of the Regular meeting of April 10, 2018, be approved. Motion passed
9-0.

There were no items to be withdrawn from the Consent Agenda.

XIII. RESOLUTION
1. A Resolution of the City of Fort Worth, Texas Finding that Oncor Electric
Delivery Company LLC's Application for Approval of a Distribution Cost
Recovery Factor Pursuant to 16 Tex. Admin. Code 25.243 to Increase
Distribution Rates Within the City Should be Denied; Finding that the City's
Reasonable Rate Case Expenses Shall be Reimbursed by Oncor; Finding that
the Meeting at Which this Resolution is Passed is Open to the Public as
Required by Law; Requiring Notice of this Resolution to Oncor and Legal
Counsel
Mr. Matthew Spano, 10709 Lipan Trail, appeared before Council in support of the resolution.
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Moon,
that Resolution No. 4928-04-2018 be adopted. Motion passed 9-0.

1. M&C G-19157 - Conduct Public Hearing, Adopt Resolution to Terminate the
Berry/University, Magnolia Village and Trinity Park Neighborhood
Empowerment Zones (COUNCIL DISTRICTS 3, 8 and 9) (Continued from a
Previous Meeting) (PUBLIC HEARING)
It was the consensus of the City Council that Mayor and Council Communication G-19157 be
withdrawn from the Council agenda.
2. M&C G-19268 - Adopt Ordinance Adjusting Appropriations in Various Funds
and Amounts to Bring Revenues and Expenditures Into Balance for Fiscal
Year 2018 (ALL COUNCIL DISTRICTS)
Motion: Council Member Jordan made a motion, seconded by Council Member Bivens, that
Mayor and Council Communication G-19268 be approved and Appropriation
Ordinance Nos. 23189-04-2018, 23190-04-2018, and 23191-04-2018 and
Supplemental Appropriation Ordinance No. 23192-04-2018 be adopted. Motion
passed 9-0.
3. M&C G-19269 - Approve Applications for Partial Approval of the Historic Site
Tax Exemption for 3 Chase Court, 2315 Mistletoe Avenue, 1424 S. Lake Street,
2200 Marigold Avenue, 2401 N. Main Street, 1200 Clara Street, 1411 S. Lake
Street, 2243 Harrison Avenue, 1725 S. Adams Street, and 1831 Fairmount
Avenue (COUNCIL DISTRICTS 2 and 9)
Motion: Council Member Zadeh made a motion, seconded by Council Member Flores, that
Mayor and Council Communication G-19269 be approved. Motion passed 9-0.
4. M&C G-19270 - Adopt Ordinance Amending Chapter 22 "Motor Vehicles and
Traffic" of the City Code to Prohibit Large Semi-Trailers from Parking On-
Street in Residential Areas, to Clarify Height Measurements, to Revise Certain
Definitions, and to Complete Other Minor Revisions (ALL COUNCIL
DISTRICTS)
Motion: Council Member Moon made a motion, seconded by Mayor Pro tem Shingleton,
that Mayor and Council Communication G-19270 be approved and Ordinance No.
23193-04-2018 be adopted. Motion passed 9-0.

XIV. ZONING HEARING
The City Council, at its meeting of April 10, 2018, continued Zoning Docket ZC-17-205:
1. ZC-17-205 - (CD 8) - Joyce Heredia, 2525 & 2529 Wilkinson Avenue; From:
"B" Two-Family To: "PD/B" Planned Development for all uses in "B" Two-
Family plus barbershop on one side only to be developed to "ER"

Motion: Council Member Allen Gray made a motion, seconded by Mayor Pro tem
Shingleton, that Zoning Docket ZC-17-205 be continued to the May 1, 2018,
Council meeting. Motion passed 9-0.
The Notice of Special Hearing set today as the date for the hearing in connection with
recommended changes and amendments to Zoning Ordinance No. 21653-02-2015 and that notice
of the hearing had been given by publication in the Fort Worth Star-Telegram, the official
newspaper of the City of Fort Worth, on March 30, 2018.
Mayor Price opened the public hearing.
2. ZC-18-028 - (CD 8) - Crimson Ridge Land Partners, LLC, Generally bounded

wish to address Council.
Motion: Council Member Allen Gray made a motion, seconded by Council Member Byrd,
that Zoning Docket ZC-18-028 be approved. Motion passed 9-0.

There being no one else present desiring to be heard in connection with the recommended
changes and amendments pertaining Zoning Ordinance No. 21653-02-2015 for the above-listed
cases, Mayor Pro tem Shingleton made a motion, seconded by Council Member Jordan, that the
hearing be closed and Ordinance No. 23194-04-2018 be adopted. Motion passed 9-0.

Council.

ordinance amending the leash law.
