Staff also generates a monthly report to keep the Council informed of the volume of development activity, process improvements and outline staff's performance in implementing changes and improving the delivery of plan review and permits. This monthly report consists of metrics associated with Building Permits, Infrastructure, Stormwater Development, and Water Development Plan review. It provides updates on continuous development process improvement efforts. The Fort Worth Development Activity report is attached for your use and information. The following are highlights for the month: March 2018 Highlights Building Permits • In March 2018, 428 new single family permits were issued compared to 492 single family permits issued in February 2018, a decrease of 13%. • The City issued 428 new single family permits in March 2018 compared to 594 new single family permits in March 2017, down 28%. • In March 2018, 75 new commercial permits were issued compared to 70 new commercial permits issued in February 2018, up 7%. • In March 2018, 75 new commercial permits were issued compared to 100 new commercial permits issued in March 2017, down 25%. • Total commercial valuation (including remodels and additions) increased from $165 million in March 2018 from $126 million in February 2018, increase of 31%, but was down from $260 million in March 2017 by 36.5%. Customer Service • In the month of April, the department will start Crucial Conversation training where staff will receive training and receive a skill-set in how to handle disagreements and high- stakes communication skills. This training will improve staff's individual transactions with citizens and developers as the department strives to reach and maintain the goal of 90% customer satisfaction. • The Overall Customer Service Satisfaction was 84% Very Positive or Somewhat Positive for March 2018 down from 91% in February 2018. During the month of March, the department experienced more staff out for vacation and illnesses that caused some increases in wait and processing times. Plan Examiner Review • On April 11, 2018 review times were as follows: Days to first review Commercial Plans Actual 5 Days Goal 7 Days Days to first review Residential Plans Actual 4 Days Goal 7 Days • In February, there were issues on the staff side ensuring that electronic plans were assigned in a timely manner. Sometimes this resulted in a 2 to 3 day delay that was not reflected in the Accela system. This has been corrected with the addition of staff and online submissions are assigned every two hours on business days. If a plan is submitted after business hours during the week, it will be assigned the next morning. Community Facility Agreements (CFA) • The Policy Consultant completed the summary of research findings and presented initial survey findings, major issues, and items to consider to the committee. Additionally, the consultant is reviewing Texas State Law, other municipal policies, ordinances, programs and guidelines that could potentially be considered in the rewrite of our CFA policy. Development Process Improvements • The interdepartmental executive management team met to discuss the role of Development Facilitators. An interdepartmental development staff memo was sent out to clarify this role and to establish a certain level of empowerment across department/divisions in order to advance projects through the development review process. • The Planning and Development team has been working to provide an electronic review process option for change of use permits. As of March 31 , 2018, change of use permits can now be submitted electronically. The intent is to roll it out and test it and then communicate it to the customer base prior to broad publication. The project plan includes bringing together all alliance partners associated with commercial building permit review and approval to a culture of continuous process improvement with a standardized, disciplined approach. A focus group consisting of development customers will provide support where needed to assist in capturing customer's expectations, preferences and aversions. The expected results are to reduce lead times, redundancy, and variation; eliminate bottlenecks; improve communication, and expedite processing activities related to review and approval of commercial building permits. • In response to requests from Council and the Development Community, there has been much internal dialogue about Infrastructure review policy versus preference which has led to multiple policy and specification updates. Community Facilities Agreement (CFA) Policy, Water/Sewer Design and Specification Manual, and the Traffic Engineering Design Standards and Policy Guidelines "Brown Book" are currently being updated. The collective desire is to provide a higher level of predictability to our developers and consultant engineers as they embark on projects. We expect that the respective policies/manuals will be implemented by January 1 , 2019. • As a part of our continuous implementation of the Lean process initiative for developer- led infrastructure process, staff is working with S[Cube], the database consultant, for the Accela consolidation of data, workflows and related processes in creating an IPRC record and new module.
