I. Call to Order
With a quorum of the board members present, President Price called the meeting of the Crime
Control and Prevention District Board (CCPD) of Directors to order at 3:30 p.m., on Thursday,
September 7, 2017, in the City Council Conference Room 290, Fort Worth City Hall,
200 Texas Street, Fort Worth, Texas.
At the request of President Price, Assistant Police Chief Charlie Ramirez provided an update of
the efforts of the 100 Fort Worth police officers who were in Houston providing relief assistance
to the City of Houston resulting from the devastation caused by Hurricane Harvey.
II. Action Items
A. Consideration of the FY2018 Recommended CCPD Budget in the Amount of
$79,610,920.00 (Continued from August 29, 2017)
Sr. Assistant Attorney Denis McElroy provided a recap of the approval process for adoption of
the CCPD Budget. He stated that the process began with the funding application, followed by a
public hearing and adoption of the budget by the CCPD Board and then consideration by the City
Council who would either approve or reject the budget.
- Byrd: Requested ACM Washington is there was a forecast for replacement vehicle
expenditures next year and perhaps the next two to three years.
o ACM Washington advised that she would provide that information to the board
- Flores: Asked if the Police Department was still requiring Ford Explorers as part of the
replacement program.
o Assistant Police Chief Ramirez replied that Ford Explorers were still required;
however, there is a concern with carbon monoxide leaks in the Ford Explorers.

He added that carbon monoxide detectors had been installed in the vehicles and
that 20 vehicles had been deadlined. He added that an order for approximately
40 replacement Ford Explorers had been cancelled and that the vehicles would be
replaced with Chevy Tahoes and Dodge Chargers
- Moon: Referred to the $12M fund balance and asked if there was a requirement that a
certain amount be set aside to meet needs.
o Aaron advised that two months of operating expenditures needed to be set aside.
He added that the CCPD budget fell under special revenue funds and had to
comply with the reserve policy. Supplemental appropriations for any needs by
the Police Department had to fall within existing policy as it restricted the use of
fund balance.
o ACM Washington advised that the proposed budget met the needs of the Police
Department and that she would have a longer discussion with him.
