CITY COUNCIL WORK SESSION

With a quorum of the City Council Members present, Mayor Pro tem Shingleton called the Fort
Worth City Council Work Session to order at 3:01 p.m. on Tuesday, May 1, 2018, in City
Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth,
Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
There were no changes to the City Council Agenda.
b. Upcoming and Recent Events
- Early Voting for 2018 Bond Election ends today May 1, 2018, at 7:00 p.m.
- 2018 Bond Election is Saturday, May 5, 2018, and polls will be open 7:00 a.m.
to 7:00 p.m.
c. Organizational Updates and Employee Recognition(s)
Assistant City Manager Valerie Washington recognized members of the City's Diversity
Inclusion Committee. Alexandra Thurston, Chair, provided an overview of the group and their
purpose.
Mr. Robert Sturns, Economic Development, recognized members of the Office of Business
Diversity, Gwen Wilson, Patty Wilson, Melani Valle, Adrian Zavala and Tasha Kilgore, who
were honored by the Minority Supplier Development Council for their efforts in promoting
inclusion in the contracting process.

Mr. Chris Johnson, Transportation and Public Works, recognized employees, Ranjan Muttiah
and Steve Eubanks, TPW, and Joel McElhaney and Bryan Lyness, Parks & Recreation, who won
the 2017 Top Project Award by Storm Water Solutions Magazine. The award was given for the
Cottonwood Creek Restoration Project which was a joint project with the Park and Recreation
Department.
d. Informal Reports
1. IR 10133: Comprehensive Description of National Initiative Project and
Community Education Efforts
2. IR 10134: Library Fines, Fees and Bad Data Cleanup
- Council Member Flores referred to a request he made for a breakdown of
the data pertaining to fines. Manya Shorr, Library, confirmed the request
and verified that the breakdown be provided by District and library branch;
she stated the information would be forthcoming.
3. IR 10135: Texas Enterprise Zone Nomination for Bell Textron Inc.
- City Manager Cooke stated that this IR was placed on the agenda
prematurely and advised that when the nomination is ready to go forward,
the IR would be provided to the Council.
2. Current Agenda Items - City Council Members
- City Manager Cooke referred to M&C C-28673 the healthcare contract with Fire Fighters
Local 440 for firefighters and retirees. He provided a brief overview of contents of the
M&C.
- Council Member Jordan requested that M&C PZ-3158 be removed from the Consent
Agenda and continued until the May 8, 2018, Council meeting and advised that he would
continue Zoning Docket ZC-18-065 to the June 5, 2018, Council meeting.
- Council Member Shingleton advised that he would continue Zoning Docket SP-18-004 to
the June 5, 2018, Council meeting.
3. Responses to Items Continued from a Previous Week
a. M&C C-28649 - (COUNCIL DISTRICT 5 — Gyna Bivens) - Authorize
Execution of a Construction Contract with JLB Contracting, LLC, in the
Amount of $1,153,756.71 for Street Improvements on Randol Mill Road at
Precinct Line Road, Phase 2, Roundabout Intersection and Authorize the
Reallocation of Appropriations in the Amount of $800,000.00 (2014 Bond
Program) (Continued from April 3, 2018 by Staff) This item will move forward.

b. ZC-17-205 - (COUNCIL DISTRICT 8 - Kelly Allen Gray) - Joyce Heredia,2525
& 2529 Wilkinson Avenue; From: " B" Two-Family To: " PD/B" Planned
Development for all uses in " B" Two-Family plus barbershop on one side only
to be developed to " ER" Neighborhood Commercial Restricted standards with
waivers to signage and setbacks; site plan included 0.49 acres (Recommended
for Denial by the Zoning Commission) (Continued from April 17, 2018 by
Council Member Allen Gray) This item will move forward.
C. ZC-18-021 - (COUNICL DISTRICT 7 - Dennis Shingleton) - Marshall Tillman,
1500 Montgomery Street, 3600 Crestline Road; From: PD 393 Planned
Development/Specific Use for museum or cultural facility, professional offices,
antique shop, book, stationary store, clothing/wearing apparel store, furniture
sales, new in a building, photograph/portrait or camera shop, retail
sales/jewelry, art studio/art photography; subject to the following:
• Provide a 6' cedar wooden fence along the west property line.
• Provide a 4' high masonry metal rail along the frontage of lot 8 and on
the west property line within the required front yard.
• Entry off Montgomery Street and exit on Crestline Road with TPW
approval.
• No vehicle access along Watonga Street.
• Landscape islands as indicated on Exhibit A.
• Provision of trees per Exhibit A within Montgomery Street row subject
to City Forestry approval; site plan waived
TO: Amend PD 393 to include massage therapy/spa and exclude beauty/barber
shop use for 1500 Montgomery; site plan waiver recommended 0.35 acres
(Recommended for Approval by the Zoning Commission) (Continued from
April 3,2018 by Mayor Pro-Tem Shingleton) This item will move forward.
4. Overview of Significant Zoning Cases — Dana Burghdoff, Planning and
Development Department
Ms. Dana Burghdoff, Planning and Development Department, reviewed the significant zoning
cases.
5. Interim report of the Task Force on Race and Culture — Rosa Naveiar, Lillie,
Biggins, Rabbi Andrew Bloom, and Bob Ray Sanders, Co-Chairs
Ms. Rosa Navejar provided an overview of the Task Force on Race and Culture's work to date,
including its creation, composition, meetings held thus far, public engagement and concerns
identified by communities in all Council Districts. She recognized members of the Task Force in
attendance.

Ms. Lillie Biggins provided information pertaining to Extent of Criminal Justice Disparities.
Rabbi Andrew Bloom provided information pertaining to Disparities in Education and Health.
Mr. Bob Ray Sanders provided information pertaining to Disparities in Housing and
Transportation.
Ms. Navejar advised of the next steps for the Task Force and requested the Council approve the
resolution on the Council Agenda for this evening that would extend the deadline for the Task
Force to complete its work from August 1, 2018, to December 31, 2018.
6. BriefinE on Urban Forestry Ordinance — Randle Harwood, Planning and
Development Department
Mr. Randle Harwood, Planning and Development Department, provided background information
on the Urban Forestry ordinance and its objectives. He identified relative requirements
pertaining to preservation and canopy coverage, as well as, penalties assessed for trees removed
without going through the permit process as well as trees remove in excess of the approved
permit. He outlined urban forestry violations thus far for FY 2018 and concluded with a review
of state legislation.
7. City Council Requests for Future Asienda Items and/or Reports
- Council Member Flores requested an Informal Report (IR) on data loss prevention, with
specific metrics on network visibility.
- Council Member Moon requested an IR or presentation on the City's bid process. He
referred to an August 2017 bid award and advised that he needed to have an
understanding of the chronology of the bid. He also requested an IR specifying what
professional services the City is required to place in the formal/competitive bid process.
- Council Member Jordan request a presentation on recent 7th Street activities.
- Mayor Price requested an IR on the appearance of City Hall addressing actions taken to
improve the appearance of City Hall internally and externally (office windows;
bathrooms; floors, etc.). She also requested a presentation on Quality Education Child
Care/Parental leave policy with information on the City's current parental leave policy
and restructuring and possibly partnering with Tarrant County College or other agencies
to provide quality child care.

There being no further business, Mayor Price adjourned the City Council Work Session at
5:23 p.m.
