This Informal Report is in response to the Council's request to receive a monthly update on
development activity within the City and the measures staff are working on to improve the
development process. Staff also generates a monthly report to keep the Council informed of the
volume of development activity, process improvements and outline staff's performance in
implementing changes and improving the delivery of plan review and permits. This monthly
report consists of metrics associated with Building Permits, Infrastructure, Stormwater
Development, and Water Development Plan review. It provides updates on continuous
development process improvement efforts. The Fort Worth Development Activity report is
attached for your use and information. The following are highlights for the month:
April 2018 Highlights
Building Permits
• In April 2018, 479 new single family permits were issued compared to 428 single family
permits issued in March 2018, an increase of approximately 12%.
• The City issued 479 new single family permits in April 2018 compared to 391 new
single family permits in April 2017, up 23%.
• In April 2018, 101 new commercial permits were issued compared to 75 new
commercial permits issued in March 2018, up 35%.
• In April 2018, 101 new commercial permits were issued compared to 99 new
commercial permits issued in April 2017, up 2%.
• Total commercial valuation (including remodels and additions) increased to $266
million in April 2018 from $165 million in March 2018, up 61%.
Customer Service
• The Overall Customer Service Satisfaction was 87% Very Positive or Somewhat
Positive for April 2018 up from 84% in March 2018.
• Overall Customer Service Satisfaction in April 2018 was 87% Very Positive or
Somewhat Positive compared to 83% in April 2017.

Infrastructure Plan Review
• Infrastructure Plan Review Center (IPRC) reviewed 100% of the plans submitted within
the 14 day goal time frame in April 2018.
Community Facility Agreements (CFA)
• The Policy Consultant completed research on Texas State Law, other municipal
policies, ordinances, programs and guidelines that could potentially be considered in
the rewrite of our CFA policy. The findings were presented to the committee on April
27, 2018 for evaluation and discussions on next steps to be considered in the rewrite of
the CFA policy. The policy review is on schedule.
Development Process Improvements
• The Interdepartmental Development team kicked off a Lean process improvement
analysis on the commercial building permit process on May 8, 2018 in order to address
customer complaints about the application process. The project plan includes bringing
together all alliance partners associated with commercial building permit review and
approval consisting of development customers, customer service, plans examiners,
plan reviewers, interdepartmental management, performance office, and Project
Facilitation.

• Staff continues to work with S[Cube], the database consultant, for the Accela
consolidation of data, workflows and related processes in creating an IPRC and CFA
record and new module. S[Cube] has completed the initial design of IPRC and CFA
record modules for staff testing. The IPRC module is still under staff testing while the
CFA module testing is complete and staff has provided feedback to the consultant for
changes.
