HANDLEY MEADOWBROOK AND EUGENE MCCRAY COMMUNITY
CENTERS
The purpose of this Informal Report is to provide the program plans for services to mitigate the
temporary closures of the Hand ley-Meadowbrook and Eugene McCray community centers. It is
important to note that services are not being eliminated; rather that services are being temporarily
relocated to other City community centers. Moreover, efforts are being made to ensure the
continuity of programs during the necessary closures to accommodate the construction activities
associated with the expansion and renovation of these two centers.
Background
The 2014 Bond Program allocated $1 ,254,150 and $800,000 for renovation and expansion of the
Hand ley-Meadowbrook (HMCC) and Eugene McCray (EMCC) community centers, respectively.
On May 17, 2016 (M&C G-18738) the City Council authorized the re-allocation and appropriation
of previous bond funds and park gas well revenues that increased the project budgets to
$2,576,757 and $1 ,867,368 for the HMCC and EMCC community centers, respectively.
Project designs include the addition of 3,200SF to HMCC and 3,000SF to EMCC. The expanded
facilities will enable the provision of additional programming for youth and adults including after-
school activities, summer day camp program and classes for youth, adults and seniors. The
project scope includes the addition/expansion of multi-purpose and fitness rooms, kitchens and
storage. The exterior improvements consist of additional parking and landscaping.
On March 6, 2018 (M&C C-28616) the City Council authorized the award of two construction
contracts with RJM Contractors, Inc., for the expansion of HMCC and EMCC for a total combined
project cost of $4,566,021 .64
To facilitate expediting the building expansion work and in an effort to minimize the disruption of
activities, the temporary closure of both community centers became necessary. The closings will
also eliminate potential health and welfare concerns for patrons (heavy equipment construction
activities, dust, noise, etc.). In addition, closing enabled the relocation of FF&E items and supplies
into the gyms for storage during construction.
Beginning in November 2017 patrons were advised of the planned closings. The Park &
Recreation and the Neighborhood Services departments collaborated in the transfer of programs
to the Martin Luther King and Sycamore community centers.
Program Services
Beginning in February 2018, both centers were closed down for pre-construction work and the
Hand ley-Meadowbrook senior, youth after school and contract instructor programs were
transferred to the Martin Luther King Community Center. Eugene McCray senior programs were
also transferred to MLK while its youth after school and contract instructor programs were
transferred to Sycamore Community Center.

CENTERS
Program and facility use is cooperatively coordinated between the community center coordinators
and supervisors at the four community centers. Hand ley-Meadowbrook summer activities will
occur at the Martin Luther King Community Center and Eugene McCray summer activities will
occur at Sycamore Community Center. Major activities include summer day camp programs for
youth ages 6-13 and the daily senior programs. Special programs including sports clinics, arts
classes, dance, etc. will also be offered at MLK and Sycamore. Transportation is provided for
programs on a limited basis for senior citizens through Sixty & Better (formerly Senior Citizens
Services of Tarrant County), and youth participants parents/guardians have a fee based option
for after school transportation for youth at each site.
