Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:01 p.m. on Tuesday, May 8, 2018, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager—David Cooke, City Manager a. Changes to the City Council Agenda There are no changes to the Council Agenda. b. Upcoming and Recent Events Mayor Price and City Manager Cooke announced the Bond Election Results, with all propositions passing. c. Organizational Updates and Employee Recognition(s) Theresa Ewing, Municipal Court Director, introduced new City Marshal, Philip J. Swift. Matt Dufrene and Bandy O"Quinn with Blue Zones Project recognized Dana Burghdoff, Planning and Development and Brian Jahn, Transportation and Public Works for receiving the Community Impact Award and Jocelyn Murphy, Planning and Development and Wyndie Turpen, Code Compliance for receiving the Power 9 Award. M&C PZ-3158 - (COUNCIL DISTRICT 6 —Jungus Jordan) - Adopt Ordinance Vacating a Portion of Prescriptive Right-of-Way for Old Granbury Road Near the Intersection of Sycamore School Road and Summer Creek Drive for a Proposed Mixed Use Development (Continued from May 8, 2018 by Staff) Will move forward. b. ZC-18-040 - (COUNCIL DISTRICT 6— Jungus Jordan) - JLJ Investments, 301 E. Rendon Crowley Road; From: PD 363 Planned Development/Specific Use for manufactured home sales; site plan waived To: " F" General Commercial 1.82 acres (Recommended for Approval by the Zoning Commission) (Continued from May 8, 2018 by Council Member Jordan) Will move forward 4. Opterra LED Lilzht Pilot Program — Marisa Conlin, Transportation and Public Works Department, Jeff Holland, Opterra and Leadership Academy of Forest Oak Students Ms. Marisa Conlin, Transportation and Public Works Department, and Mr. Jeff Holland, Opterra and Leadership Academy at Forest Oak, gave a presentation on a LED light project at the Leadership Academy. 5. Briefing on Meacham Airport Improvements - Bill Welstead, Aviation Department Mr. Bill Welstead, Aviation Department, gave a briefing on completed improvements to Meacham Airport and upcoming projects. Briefing on Proposed Improvements for West Seventh Core Area - Fernando Costa, City Manager's Office Assistant City Manager Fernando Costa, City Manager's Office, gave a history of the West Seventh Core area, outlined some of the challenges and proposed improvements including: Street improvements, sidewalk improvements, Farrington Field parking, parking meters, the Dash circulator bus, one-way streets and police resources. 7. Presentation on Towing Ordinance — Ty Hadsell, Police Department, and Ms. Jo Ann Pate, Law Department Lieutenant Brandon O'Neil Police Department, and Ms. Jo Ann Pate, Law Department, discussed the improvements planned for the current Fort Worth towing procedures and provided a comparison of the current ordinance to the proposed ordinance. 8. City Council Requests for Future Agenda Items and/or Reports Councilmember Allen Gray - Update on 60 & Better program's move from Fellowship Corner to SS Community Center and disposition of Fellowship Corner. Councilmember Bivens - Quality of summer programming for kids and seniors while Handley and McCray Community Centers are under construction and an update on the NEZ program. Mayor Price—Update on all summer programming. 9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL, ROOM 290) There being no further business, Mayor Price adjourned the City Council Work Session at 5:18 p.m. These minutes approved by the Fort Worth City Council on the 15th day of May, 2018.
