CALL TO ORDER With a quorum of the City Council Members present, Mayor Price called the regular session of the Fort Worth City Council to order at 7:04 p.m. on Tuesday, May 8, 2018, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. II. INVOCATION—Rabbi Andrew Bloom, Congregational Ahavath Sholom The invocation was provided by Rabbi Andre Bloom, Congregational Ahavath Sholom. III. PLEDGES OF ALLEGIANCE TO THE UNITED STATES AND THE STATE OF TEXAS The Pledges of Allegiance to the United States of America and the State of Texas were recited. IV. CONSIDERATION OF THE MINUTES OF THE CITY COUNCIL WORK SESSION AND REGULAR MEETING OF MAY 1, 2018 Motion: Council Member Jordan made a motion, seconded by Mayor Pro tem Shingleton, that the minutes of the City Council Work Session and Regular meeting of May 1, 2018, be approved. ITEMS TO BE WITHDRAWN FROM THE CONSENT AGENDA City Manager Cook requested that Mayor and Council Communication G-19274 be withdrawn from the Consent Agenda for individual consideration. VI. ITEMS TO BE CONTINUED OR WITHDRAWN BY STAFF There were no items to be continued or withdrawn by staff. VII. CONSENT AGENDA Motion: Council Member Bivens made a motion, seconded by Mayor Pro tem Shingleton, that the Consent Agenda be approved as amended. Motion passed 8-0, Council Member Moon absent. A. M&C G-19275- Authorize the Fire Department to Apply for Multiple Grants from Wal-Mart Stores, Inc., to be Used for the Purchase of Equipment and/or Furnishings for Various Fire Stations, and if Awarded the Grant(s), Authorize the Acceptance and Execution of a Grant Agreement with Wal-Mart Stores, Inc., in the Estimated Total Amount of up to $10,000.00 and Adopt Appropriation Ordinance No. 23202-05-2018 (ALL COUNCIL DISTRICTS) 3. M&C G-19276- Adopt Appropriation Ordinance No. 23203-05-2018 in the Amount of$39,265.36 for Interest Earned on Federal Aviation Administration Grant Funds to be Used on the Alliance Runway Extension Project (COUNCIL DISTRICT 7) B. Purchase of Equipment, Materials, and Services - Consent Items 1. M&C P-12197 - Authorize a Purchase Agreement with LHD Partners, LP DBA Longhorn Harley-Davidson/Buell for Harley Davidson Motorcycle Parts and Maintenance in an Amount Up to $108,474.00 for the Police Department through the Property Management Department (ALL COUNCIL DISTRICTS) C. Land - Consent Items 1. M&C L-16116 - Authorize Direct Sale of a Tax-Foreclosed Property Described as Lots 29 and 30, Block 7, Fairview Heights Addition, Located at 1116 Amspoker Avenue for a Total Cost of $10,096.29 to Jorge Zavala, in Accordance with Section 34.05 of the Texas Property Tax Code (COUNCIL DISTRICT 9) CITY OF FORT WORTH, TEXAS REGULAR CITY COUNCIL MEETING MAY 8, 2018 Page 3 of 7 2. Award of Contract - Consent Items 1. M&C C-28676 - Authorize Execution of an Early Lease Termination with Andrews Dillingham, LTD for the Leased Space in the Lamar Atriums, Suite 201, Located at 1601 E. Lamar Street, Arlington, Texas 76011 and the Execution of a Lease Agreement with the United Way of Tarrant County for a Space Located at 401 W. Sanford, Suite 2700, Arlington, Texas, to Relocate the Neighborhood Services Department's Community Action Partners Program (NO COUNCIL DISTRICT) 2. M&C C-28677 - Authorize Execution of an Amendment to Agreement with the City of Dallas to Extend the Term and Funding Increase, Authorize Acceptance of an Additional $2,000.00 for an Amount Up to $12,000.00 from the Department of Justice Through the City of Dallas for the Internet Crimes Against Children Task Force, and Adopt Appropriation Ordinance No. 23204-05-2018 (ALL COUNCIL DISTRICTS) 3. M&C C-28678 - Authorize Execution of an Agreement with Rodney R. Thornhill d/b/a White Rock Consultants in the Amount of $225,000.00 for Contract Management of the Interceptor Condition Assessment Program (ICAP) 2018 (ALL COUNCIL DISTRICTS) 3. M&C C-28679 - Authorize Execution of an Engineering Agreement with Brown and Gay Engineers, Inc., in the Amount of$445,777.00 for Design of the Large Diameter Pipe Bursting ICAP Contract 2018 at Various Locations within the City, Provide for Staff Costs, Property Acquisition and Utility Coordination for a Total Project Amount of $599,777.00 and Adopt Appropriation Ordinance No. 23205-05-2018 (ALL COUNCIL DISTRICTS) VIII. PRESENTATIONS BY THE CITY SECRETARY - CONSENT ITEMS 1. Notice of Claims for Alleged Damages and/or Injuries End of Consent Agenda. Daniels, Jr., 3135 Lomita Street, appeared before Council undecided relative to Mayor and Council Communication G-19274. Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Flores, that Mayor and Council Communication G-19274 be approved. Motion passed 8-0, Council Member Moon absent. IX. SPECIAL PRESENTATIONS, INTRODUCTIONS, ETC. 1. Presentation by National Alliance on Mental Illness of Tarrant County Ms. Elizabeth Valderas, President of the National Alliance on Mental Illness of Tarrant County gave a brief presentation about Mental Health Awareness Month, expressed appreciation to City Council for their support, and provided handouts. 2. Presentation by Fort Worth Sister Cities Tricolore Youth Sports Games and Administration of Oath Dr. Michael Jacobsson, Chair for Fort Worth Sister Cities, gave a brief presentation relative to the 6t" edition of the Tricolore Youth Sports Games and Mayor Price administered the Citizen Diplomat Oath to the student athletes. 3. Recognition of Kenneth Hankins by the Fort Worth Police Department Chief Joel Fitzgerald, Police Department, expressed appreciation to Mr. Kenneth Hankins, a citizen and active COPS member, for his bravery and his help with solving the River Crest neighborhood burglaries. X. ANNOUNCEMENTS BY CITY COUNCIL MEMBERS AND STAFF 1. Upcoming and Recent Events Mayor Price, Mayor Pro tem Shingleton, and Council Members Flores, Bivens, and Zadeh announced upcoming and recent events within the City and various Council districts. Approval of Ceremonial Travel There was no approval of ceremonial travel. XI. PRESENTATIONS BY THE CITY COUNCIL 1. Changes in Membership on Boards and Commissions There were no changes in membership on boards and commissions. XII. PRESENTATIONS AND/OR COMMUNICATIONS FROM BOARDS, COMMISSIONS AND/OR CITY COUNCIL COMMITTEES There were no presentations and/or communication from boards, commissions, and/or City Council committees. XIII. REPORT OF THE CITY MANAGER • B. General 1. M&C G-19277 - Authorize Execution of an Interlocal Agreement with City of Benbrook for an Access Permit to Construct a One Lane Emergency Access Bridge Connecting Interstate 20 Frontage Road to Bellaire Drive South (COUNCIL DISTRICT 3) Mr. Paul Clark, 5024 Highland Meadow Drive, appeared before Council in support of Mayor and Council Communication G-19277. Motion: Council Member Byrd made a motion, seconded by Council Member Bivens, that Mayor and Council Communication G-19277 be approved. Motion passed 8-0, Council Member Moon absent. E. Planning & Zoning 1. M&C PZ-3158 - Adopt Ordinance Vacating a Portion of Prescriptive Right-of- Way for Old Granbury Road Near the Intersection of Sycamore School Road and Summer Creek Drive for a Proposed Mixed Use Development (COUNCIL DISTRICT 6) (Continued from a Previous Meeting) CITY OF FORT WORTH, TEXAS REGULAR CITY COUNCIL MEETING MAY 8, 2018 Page 6 of 7 Motion: Council Member Jordan made a motion, seconded by Mayor Pro tem Shingleton, that Mayor and Council Communication PZ-3158 be approved as amended as follows: "proposed mini warehouse development" be removed from the Discussion section of the M&C and that "proposed mixed use development" be substituted and Ordinance No. 23206-05-2018 be adopted. Motion passed 8-0, Council Member Moon absent. F. Award of Contract 1. M&C C-28680 - Authorize Execution of Amendment No. 3 to City Secretary Contract No. 45872 an Engineering Agreement with Kimley-Horn and Associates, Inc., in the Amount of 5107,515.00, for Bellaire Drive South and Arborlawn Drive Sanitary Sewer Main Replacements for a Revised Contract Amount of 5503,114.00 and Adopt Appropriation Ordinance (COUNCIL DISTRICT 3) Motion: Council Member Byrd made a motion, seconded by Council Member Zadeh, that Mayor and Council Communication C-28680 be approved and Appropriation Ordinance No. 23207-05-2018 be adopted. Motion passed 8-0, Council Member Moon absent. XIV. ZONING HEARING The City Council, at its meeting of May 1, 2018, continued Zoning Docket ZC-17-205: Mayor Price opened the public hearing. 1. ZC-18-040 - (CD 6) - JLJ Investments, 301 E. Rendon Crowley Road; From: PD 363 Planned Development/Specific Use for manufactured home sales; site plan waived To: "F" General Commercial 1.82 acres (Recommended for Approval by the Zoning Commission) (Continued from a Previous Meeting) Motion: Council Member Jordan made a motion, seconded by Council Member Bivens, that Zoning Docket ZC-18-040 be approved as amended for "E" Neighborhood Commercial. Motion passed 8-0, Council Member Moon absent. There being no one present desiring to be heard in connection with the recommended changes and amendments pertaining Zoning Ordinance No. 21653-02-2015 for the above-listed cases, Council Member Jordan made a motion, seconded by Council Member Bivens, that the hearing be closed and Ordinance No. 23208-05-2018. CITIZEN PRESENTATIONS Mr. Bob Willoughby, 6731 Bridge Street #125, appeared before Council relative to the City Council. The following individuals appeared before Council relative to the Park and Recreation Department for neighborhoods in Mission Ridge, Kings Point, The Woods, McPherson Road Park land and several others: Mr. Danny Tisdale, 1141 Trinidad Drive Mr. Keith Tisdale, 1141 Trinidad Drive Ms. Judy Taylor, 2604 Stark Street, appeared before Council relative to the tree ordinance. XVI. EXECUTIVE SESSION (CITY COUNCIL CONFERENCE ROOM, CITY HALL, ROOM 290) XVII.
