Ordinance No. 18376-12-2008 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE POLICE DEPARTMENT GENERAL FUND IN THE AMOUNT OF $90,000.00, FOR THE PURPG~~ OF FUNDING POLICE OFFICER TRAVEL TG THE PRESIDENTIAL INAUGURATION IN JANUARY 2009, TO BE REIMBURSED BY THE FEDERA[_ GOVERNMENT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments far Fiscal Year 2008- 2009 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in Police Department°General Fund for the purpose of funding police officer travel to the presidential inauguration in January 2009, to be reimbursed by the federal government. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, ar parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Execute a Memorandum of Understanding with the United States Attorney for the District of Columbia, the United States Marshal Service and the Metropolitan Police Department of Washington, District of Columbia, for the provision of Fort Worth Police Officers for security detail at the 2009 Presidential Inauguration and related events, to take place January 19 through January 21, 2009; and 2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Police Department General Fund in the amount of $90,000.00. DISCUSSI©N: The Presidential Inaugural Planning Committee has requested national assistance for security at the upcoming January 2009 Presidential Inauguration. The Chief of Police for the City of Fart Worth has recommended that up to 100 officers and supervisors be authorized to participate in this historic event on behalf of the City of Fort Worth. The participating officers will be federally deputized for the tenure of the officers' assignments related to the inauguration as Special Deputy United States Marshals. The officers will be responsible for {1 } performing necessary law enforcement steps to keep the peace of the United States; {2} enforcing federal law; (3} protecting visiting foreign officials, official guests and internationally protected persons; {4} taking necessary law enforcerr~ent steps to prevent violations of federal la=rv~ and {5} enforcing District of Columbia law. The City will be reimbursed by federal funding after the event has concluded for salaries. overtime payments and fringe benefits for officers participating in the event. Travel expenditures will also be reimbursed. Airline travel costs of approximately 590,000.00 must be prepaid to American Airlines on ©ecember ~t. 2008.
