C� WHEREAS, the City of Fort Worth (CITY) and Baird, Hampton & Brown,
(ENGINEER) made and entered into City Secretary Contract No. 45460, (the
CONTRACT) which was authorized on the 41:h day of March 2014 in the amount
of $ 421, 741; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Dry Branch Creek Regional Detention Basin; and
WHEREAS, it has become necessary to execute Amendment No. 1 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated March 30, 2018, a copy
of which is attached hereto and incorporated herein. The cost to City
for the additional design services to be performed by Engineer totals
$20, 580. (See Attached Funding Breakdown Sheet, Page -3-)

Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $442, 071.
3 .
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.
EXECUTED and EFFECTIVE as of the date last written by a signatory,
below.

FIRM LETTER OF MAP REVISION(LOMR)
Ms.Young&Mr. Bennett:
We are pleased to submit our scope of work and revised fee proposal to assist you with the referenced
project.As you know,we are very familiar with Dry Branch Creek, and the recently constructed regional
detention basin; and we are confident that we can assist you in a timely and responsible manner.
The scope of work consists of assembling the hydrologic and hydraulic models,compiling the required
report/documentation, and completing the Letter of Map Revision (LOMR) application necessary to
update the Flood Insurance Rate Map(FIRM).
As you know,the regional detention basin has been constructed, and an as-built topographic survey has
been completed by the City of Fort Worth,and already provided to us. However,we understand the
previously utilized HEC-RAS model has been updated,and we will therefore have to update our previous
hydraulic study with this new base model.
We anticipate updating the FIRM with reduced floodplain limits along Dry Branch Creek,from E. Belknap
Street(SH 377) northward and upstream to NE 28th Street,the regional detention basin.The Base Flood
Elevation (BFE)was reduced by approximately 0.5-ft or more within these limits;and we are not
proposing to extend the LOMR further downstream (or upstream).
This LOMR application will be based upon updated hydrology and hydraulics,and FEMA will therefore
require a significant($8,250)submittal review fee;and, as discussed,this has not been included as a
direct expense within our proposed professional services fee.

Our efforts provide for updating the previously completed hydraulic model,compiling the necessary
hydrologic and hydraulic data and reports,preparing the LOMR application and assisting with the
submittal process as follows:
Assemble LOMB and Submit to City $13,000...submit to SWM and Floodplain Management
Submit LOMR,Address Comments& Resubmit 7,580...coordinated w/Floodplain Management
Total for Professional Services $20,580
A detailed breakdown of these fees, in the form of the city's Level of Effort Spreadsheet, is enclosed for
your reference.This is a total stipulated amount of Twenty Thousand Five Hundred and Eight($20,580)
Dollars; and includes direct expenses(i.e. reproduction, courier,travel,etc.), but not FEMA's LOMR fee.
Services not included in the above outlined scope of work consist of, but are not limited to, revising the
previously completed hydrologic(HMS) model,extending the LOMR beyond the river reach described
above, addressing multiple review cycles with new comments.
All work will be performed in accordance with standard industry practices. Additional services, if
required/requested and pre-approved,will be provided on an hourly basis and at our standard billing
rates.
If the scope of services and fee structure meets with your approval,then please sign below,signifying
your acceptance,and return a copy for our files.We will consider receipt of this signed agreement as
our notice to proceed.
