I.CALL TO ORDER
With a quorum of the board members present, President Price called the meeting of the Crime
Control and Prevention District Board (CCPD) of Directors to order at 7:02 p.m., on Thursday,
July 26, 2012, in the Pre-Council Chamber of the Fort Worth Municipal Building, 1000
Throckmorton, Fort Worth, Texas 76102.

Mary J. Kayser, City Secretary administered the Oath of Office to Kelly Allen Gray as a new
CCPD Board Director.
III.APPROVAL OF JUNE 7, 2012 MINUTES
Motion was made by Director Scarth and seconded by Director Espino, to approve the minutes
of the June 7, 2012, Crime Control and Prevention District Board of Directors Meeting. The
motion carried 8-0 Director Zimmerman absent.
IV.UPCOMING AND RECENT EVENTS
August 30, 2012 will be the next quarterly meeting of the CCPD Board.
On September 15, 2012 there will be a Code Blue Seminar at River Ranch, 500 NE 23rd St.
V.ORGANIZATIONAL UPDATES AND EMPLOYEE RECOGNITION
Assistant City Manager Charles Daniels introduced Cassie Johnson, Biology Unit Technical
Leader for the Crime Lab.
Ms. Johnson reported that in June the Crime Lab was accredited for DNA testing by the
American Society of Crime Lab Directors, Laboratory Accreditation Board and by the Texas
Department of Public Safety. Additionally, the Crime Lab has been cleared by the Texas
Department of Public Safety to send DNA files for upload into the CODIS data base.
At this time the focus of the lab will be to reduce the number of cases sent to outside fee for
service vendors and to get all technicians trained. They will start DNA testing in our facility
incrementally.
VI.WRITTEN REPORTS
A.Projected Sworn Attrition
Director Moss asked if the savings from any attrition was realized in the budget and
Shallah Graham, Senior Administrative Services Manager, Police Department indicated
that the savings were realized in the General Fund budget which is where most of the
personnel costs were.

B.Security for Learning Management System
There were no questions on this item.
C.FY 2013 Community-Based Program Proposal Funding Recommendations
President Price asked that the Board hold questions on this item until the presentation on
Community-Based Program Proposal Funding Recommendations under Item VIII.
VII.DISCUSSION ITEMS
A.Funding for New Police Administration and Training Center, Mobile Data Computers, Radio
System, and Other Capital Projects - Horatio Porter/Shallah Graham
Horatio Porter, Budget Director provided the CCPD Board with an overview of the capital needs
over all in the City and then focused on possible funding sources for the New Police
Administration and Training Center and Radio System.
He outlined the current sources of funding for the 97 million dollar Administration and Training
Center project: $I OM from the sale of the current Police HQ; $50M from existing debt capacity;
$27M from new debt capacity; and $l OM from CCPD excess fund balance and improved sales
tax. For the radio system, of which police is funding 50% the request is to authorize funding of
$2,140,000 annually for 10 years starting in FY 2013.
Shallah Graham, Senior Administrative Services Manager, Police Department, addressed the
fund balance in the CCPD budget if the proposed mid-year adjustments were made for the Police
Training facility, the purchase of Mobile Data Computers and the annual funding of the Radio
System starting in FY 2013. With these adjustments the fund balance in the CCPD budget
would be less than the target of 37% of the current year operating budget in both FY 2102 and
2013. If the Board wanted to proceed with these expenditures the following would be the next
steps:
Funding application to the City Council
CCPD Board Public Hearing (with a recommendation on how to restore fund balance)
City Council Public Hearing

VIII.ACTION ITEMS
A.Consideration and Approval of FY 2013 Community-Based Program Proposal Funding
Recommendations
1. Staff Report - Sasha Kane
Sasha Kane, Senior Contract Compliance Specialist, Grants and Contracts Management
Division, Police Department provided an update on the Community-Based Program application
process and funding recommendations. 18 applications were received, 15 met the eligibility
requirements. There was a total of $777,374.00 in requests. Staff is recommending the
following for consideration:
CASA of Tarrant County $23,539.00
Cassata High School $20,000.00
Lena Pope Home $50,000.00
The Parenting Center $39,234.28
Recovery Resource Council $47,986.72
SafeHaven of Tarrant County $19,240.00
TOTAL $200,000.00
2. Public Hearing
President Price opened the public hearing for citizen comments.
There was no one signed up to be heard on this item.
3. Action
Motion was made by Director Espino and second by Director Shingleton to close the public
hearing and to award the Community Based Program funding recommendations as follows:
CASA of Tarrant County $23,539.00
Cassata High School $20,000.00
Lena Pope Home $50,000.00
The Parenting Center $39,234.28
Recovery Resource Council $47,986.72
SafeHaven of Tarrant County $19,240.00

A.Board Requests for Future Agenda Items
Director Scarth asked for a report on One Safe Place funding and results.
Director Espino asked for a report on the level of recommended staffing for Police per 1000
residents.
Director Shingleton asked for a comparison of the staffing levels between Fort Worth and cities
of comparable size.

With no further presentations or discussions, President Price adjourned the meeting of the Fort
Worth Crime Control and Prevention Board of Directors at 7:54p.m., on Thursday,
July 26, 2012.

Directors on the 30 day of August, 2012.
