HomeMy WebLinkAboutOrdinance 18380-12-2008Ordinance No. 18380-12-2008 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AUTOMATED RED LIGNT ENFORCEMENT PROGRAM FUND iN THE AMOUNT OF $1,472,500.00 FROM AVAILABLE FUNDS, FOR THE PURPOSE OF PAYING THE LEASE OF AUTOMATED RED LIGHT ENFORCEMENT CAMERAS FOR FISCAL YEAR 2008-2009; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL flF THE CITY OF FORT WORTN, TEXAS: SECTION 1, That in addition to those amounts allocated to the various City departments for Fiscal Year 2008- 2009 In the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Automated Red Light Enforcement Fund in the amount of $1,472,500.00 from available funds, for the purpose of paying the lease of Automated Red Light Enforcement Program cameras for Fiscal Year 2008-2009. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative ar void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. No. 18380-12-2008 DATE: Tuesday, December 02, 2008 LOG NAME: 20RLCTW{~iViOS REFERENCE NO.: G-16373 SUBJECT: Adopt ©rdinance in the Amount of $1,472,500.00 far Payment on Lease of Automated Red Light Enforcement Cameras RECOMMENDATi{JN: It is recommended that the City Council adopt the attached supplemental appropriation ordinance increasing estimated receipts and appropriations in the Automated Red Light Enforcement Program Fund in the amount of $1,472,500.00 from available funds to pay far the lease of cameras during Fiscal Year 2008- 2009. olscussfoN: The Automated Red Light Enforcement Program was initiated on January 1, 2008, As of September 30, 2008, the program brought in $1,200,809.00 in violation revenue and had expenses of $764,488.00. The net received by the City was $436,321.00 with half of the amount going to the State of Texas and half remaining with the City to fund traffic safety programs. With the addition of 12 cameras during Fiscal Year 2008-2009, violation revenue is expected to be over $3 million before administrative expenses and camera lease expenses of $1,879,000.00. The Transportation and Public Works Department has installed five additional red light enforcement cameras which became operational on October 1, 2008. The locations of the cameras are as follows: East Bound and West Bound Northwest 25th Street at Clinton Avenue South Bound South Hulen Street at Overton Ridge Boulevard North Bound Beach Street at Scott Avenue East Bound West Weatherford Street at Houston Street The remaining seven installations are expected to be completed at the end of December 2008: East Bound and West Bound Northeast 28th Street at Decatur Avenue (TxC70T} East Bound and `/Vest Bound `/Vestern Center Boulevard at North Freeway (Interstate-35W} {TxDOT} North Bound Trail Lake Drive at Southwest Loop 820 Service Road (TxDOT} North Bound Alta Mere Drive at Calmont Avenue (TxDUT) West Bound East Rosedale @ Handley Drive (TxDOT1 Funding required for the current cameras and these additional cameras for Fiscal Year 2000-2000 ~w~vill be $1,472500.00. Revenues generated by the prograr7i will fully offset these costs.
