HomeMy WebLinkAboutOrdinance 23205-05-2018 Ordinance No. 23205-05-2018 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AMOUNT OF $599,777.00 IN THE WATER AND SEWER CAPITAL FUND, FROM AVAILABLE FUNDS, FOR LARGE DIAMETER PIPE BURSTING ICAP CONTRACT 2018; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the amount of$599,777.00 in the Water and Sewer Capital Fund, from available funds, for Large Diameter Pipe Bursting ICAP Contract 2018. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 22928-09-2017 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance reducing unallocated appropriations and increasing appropriations for the Large Diameter Pipe Bursting ICAP Contract 2018 at various locations within the City project in the Water and Sewer Capital Fund in the amount of$599,777.00; and 2. Authorize the execution of an Engineering Agreement with Brown and Gay Engineers, Inc., in the amount of$445,777.00 for Large Diameter Pipe Bursting ICAP Contract 2018 at various locations within the City (City Project No. 101339). DISCUSSION: This Mayor and Council Communication is to authorize the preparation of plans and specifications for the replacement of large diameter sanitary sewer interceptor lines via trenchless method pipe bursting identified by the Water Department's Interceptor Condition Assessment Program (ICAP). This Citywide proactive program has goals of identifying and eliminating potential operation and maintenance issues and pipe structural failures before they occur. This project is part of the Water Department's Sanitary Sewer Overflow Initiative Program (SSOI). Brown and Gay Engineers, Inc., proposes to provide all the necessary design services for the Large Diameter Pipe Bursting ICAP Contract 2018 at various locations within the City for a fee of$445,777.00. Staff considers the proposed fee to be fair and reasonable for the scope of services proposed. In addition to the contract amount, $154,000.00 is required for project management, utility coordination and real property acquisition. Engineering for the Large Diameter Pipe Bursting ICAP Contract 2018 at various locations within the City project is one component of the overall project that includes project management, real property/easement acquisition, utility coordination, material testing, inspection, construction and contingencies. The overall project budget is $4,599,777.00. Design is expected to start in June 2018 and be completed by March 2019. Construction is anticipated to commence in August 2019 and be completed by August 2020. This project will have no impact on the Water Department's operating budget. Logname: 60LDPBICAP2018-BGE Page 1 of 2 M/WBE OFFICE: Brown and Gay Engineers, Inc., is in compliance with City's BDE Ordinance by committing to 21 percent SBE participation. The City's SBE goal on this project is five percent. The project affects ALL COUNCIL DISTRICTS. FISCAL INFORMATION /CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendation and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Water and Sewer Capital Fund . The Fiscal Year 2018 Sewer Operating Budget includes appropriations of$29,022,689.00 for the purpose of providing Pay-As-You-Go Funding for Sewer Capital Projects. After this transfer for Fiscal Year 2018, the balance will be $8,926,358.00.
