L CALL TO ORDER
With a quorum of the City Council Members present, Mayor Price called the regular session of
the Fort Worth City Council to order at 7:01 p.m. on Tuesday, May 15, 2018, in the City Council
Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
II. INVOCATION—Reverend Carol West, Celebration of Community Church
The invocation was provided by Reverend Carol West, Celebration of Community Church.

Motion: Council Member Byrd made a motion, seconded by Mayor Pro tem Shingleton,
that the minutes of the City Council Work Session and Regular meeting of
May 8, 2018, be approved. Motion passed 7-0, Council Members Moon and Bivens
absent.

V. CERTIFICATION OF OFFICIAL RETURNS BY CITY SECRETARY
1. Special Election held on May 5, 2018, on the Question of the Issuance of Ad
Valorem Tax Supported Public Securities for the 2018 Capital Improvement
Program
City Secretary Kayser advised the Council that before them was the certification of the
tabulations of the official election returns from Tarrant, Denton, and Parker Counties for the
Special Election held on Saturday, May 5, 2018, on the question of the issuance of ad valorem
tax supported securities for the 2018 Capital Improvement Program. She stated that the certified
cumulative returns for such election were reported as follows:

The issuance of tax-supported public securities for street and mobility infrastructure
improvements in the aggregate principal amount of$261,630,080

The issuance of tax-supported public securities for parks and recreation improvements in the

She further stated that the aforesaid propositions received a favorable majority vote and were
passed and that the public securities authorized by the aforesaid proposition may be issued and
the ad valorem supporting said public securities may be levied by the City within the limits
prescribed by law. She added that a motion was necessary to acknowledge the receipt of the
certification of the official election returns and that they be filed on record in the City's Election
Register.
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Jordan,
that the receipt of the certification of the official returns of the Special Election held
on May 5, 2018, on the question of the issuance of ad valorem supported securities
for the 2018 Capital Improvement Program, be acknowledged and that they be filed
of record in the City's Election Register. Motion passed 7-0, Council Members
Moon and Bivens absent.
VI. ORDINANCE
1. An Ordinance Finding that the Special Election Conducted on May 5, 2018, on
the Question of the Issuance of Ad Valorem Tax Supported Public Securities
was Duly and Lawfully Held; Declaring the Results of the Election; and
Expressing Official Intent to Reimburse Expenditures with Proceeds of Future
Debt
Motion: Council Member Jordan made a motion, seconded by Council Member Flores, that
Ordinance No. 23209-05-2018 be adopted. Motion passed 7-0, Council Members
Moon and Bivens absent.

Motion: Council Member Jordan made a motion, seconded by Mayor Pro tem Shingleton,
that the Fort Worth City Council adopt Resolution No. 4940-05-2018 authorizing
use of the power of eminent domain to acquire a permanent sewer facility easement
interest in 1.255 acres of land and a temporary construction easement in 0.547 acres
of land from property owned by Conglomerate Gas II, L.P. The property is needed
for the Rock Creek Ranch/Tarleton State University Mixed Use Development
Project and is located west of the Chisolm Trail Parkway and Old Granbury Road,
in Abstract No. 776, J.W. Haynes Survey, and Abstract No. 195, John H. Bostick
Survey, Tarrant County, Fort Worth, Texas. The property is described by metes and
bounds and depicted on survey exhibits to Mayor and Council Communication

Mr. Charleston White, 1012 Fairweather Drive, completed a Citizen Presentation card relative to
African-American rights in the City of Fort Worth and was recognized by Mayor Price but was
not present in the Council Chamber.
Mr. Isaiah Smith, P.O. Box 163113, appeared before Council relative to criminalization of the
homeless.
