WHEREAS, the City of Fort Worth (CITY) and Teague Nall and Perkins,
Inc. , (ENGINEER) made and entered into City Secretary Contract No. 32378,
(the CONTRACT) which was authorized by the City Council by M&C C-20954 on
the 6th day of September, 2005 in the amount of $355,275 .00; and
subsequently revised by Amendment Number 1 which was authorized by the
City Council on the 12th day of December, 2006 (M&C C-21883) in the
amount of $1,711,431 .00;and subsequently revised by Amendment Number 2
which was authorized by the City Council on the 19th day of August, 2008
(M&C C-22981) in the amount of $126, 900 .00; and subsequently revised by
Amendment Number 3 which was authorized by the City Council on the 9th
day of June, 2009 (M&C C-23573) in the amount of $32,600 .00; and
subsequently revised by Amendment Number 4 which was authorized by the
City Council on the 23rd day of March, 2010 (M&C C-24140) in the amount
of $51,000.00; and subsequently revised by Amendment Number 5 which was
administratively authorized by the City on the 26th day of May, 2010 in
the amount of $47,000 .00; and subsequently revised by Amendment Number 6
which was administratively authorized by the City on the 3rd day of
February, 2011 in the amount of $47, 900.00;
WHEREAS, the Contract involves engineering services for the following
project:
Golden Triangle Boulevard from IH-35W to US 377;
WHEREAS, it has become necessary to execute Amendment No. 7 to said
Contract to include an increased scope of work and revised maximum fee;
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the Contract:

Article I of the Contract is amended to include the additional
engineering services specified in the proposal letter dated May 5, 2011,
copies of which are attached hereto and incorporated herein. The cost to
City for the additional design services to be performed by Engineer total
$17,370 .00 .

Article II of the Contract is amended to provide for an increase in
the maximum fee to be paid to Engineer for all work and services

performed under the Contract, as amended, so that the total fee paid by
the City for all work and services shall not exceed the sum of
$2,389,476.00.
3 .
All other provisions of the Contract, which are not expressly amended
herein, shall remain in full force and effect.

Fee Proposal for Contract Amendment No.7
Dear Mr. Weiss:
Teague Nall and Perkins, Inc. is submitting this fee Amendment for the above referenced contract
based on additional services requested. The following is a brief description and cost for the
additional services to be provided on this project:
I. Pedestrian Crosswalk at IH 35W
The City requests that TNP redesign the pedestrian crossing at IH 35W at Golden Triangle
Blvd. The sidewalk will provide for a pedestrian crossing of Golden Triangle at the East
Frontage Road with the appropriate curb ramps and pedestrian signal poles to facilitate the
north-south crosswalk.
II. Illumination Design Revisions
The City requests that TNP modify the illumination design. TNP will be modifying the
illumination design to incorporate the foundation details provided by Hillwood for use between
IH 35W and Old Denton Road. TNP will be providing modifications to the current illumination
plans and quantities, to incorporate this change.
Ill. Signal Modifications
The City wants to revise all of the signal plans to meet the new MUTCD ADA requirements.
TNP will adjust pole locations and provide additional pedestrian poles. This works also includes
replacing the VIVDS systems with aRadar detection system used by the City of Fort Worth.
IV. SUE Services
The City utilized Level A SUE Services from TNP for the location of city water lines and fire
hydrant leads as required for the redesign of storm drain systems in conflict with Verizon's
utilities.
Fee Proposal for Contract Amendment No.7: $17,370.00
TNP proposes a fixed fee of$17,370 to accomplish the scope of services described above.
This fee shall be full compensation for work required of TNP and one sub consultant.
Schedule:
TNP proposes to complete the work within two (2) weeks from a notice to proceed.

Golden Triangle Boulevard from Interstate Highway 35W to United States Highway 377, Thereby
Establishing a Total Contract Cost of$2,389,476.00 (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 7 in the amount of
$17,370.00 to City Secretary Contract No. 32378, an Engineering Services Agreement with Teague Nall
and Perkins, Inc., for the design of Golden Triangle Boulevard from Interstate Highway 35W to US
Highway 377, thereby establishing a total contract cost of$2,389,476.00.
DISCUSSION:
Golden Triangle Boulevard is currently under construction from Interstate Highway 35W to US Highway
377 under a contract awarded by the Texas Department of Transportation. The design contract for this
project is between the City and Teague Nall and Perkins, Inc.
The proposed contract amendment is for the following additional services that are needed in order to
match unforeseen conditions encountered on the project during construction and to meet design,
operation and maintenance standards that were recently updated by the City and State:
. The pedestrian crosswalks, sidewalk ramps, traffic signal and pedestrian signal pole locations at IH-
35W Old Denton Road, Rancho Place/Crawford Farms, North Beach Street, and Alta Vista Road
will be modified to meet the recently adopted 2011 Texas Accessibility Standards.
. The streetlights from IH-35W to Old Denton Road will be revised to incorporate the foundation
details to match other streetlights located within Tax Increment Financing District 7. Streetlights will
be added to the project when a change order to the construction contract is negotiated with the
contractor and approved by the City and State. Hillwood Alliance Services, LLC, requested these
changes to the plans, and upon execution of a Discretionary Service Agreement, will reimburse the
City for additional costs.
. The vehicle detection system for the traffic signals will be changed from video cameras to a radar
system that will provide better reliability and require less maintenance. These new standards were
recently adopted by the Transportation and Public Works Department.
. Additional subsurface utility investigations will be performed to ensure that the underground utilities
are clear of the proposed storm drain and culvert construction.
HISTORY:
On September 6, 2005, (M&C C-20954) City Council authorized the City Manager to execute Engineering

Services Contract No. 32378 with Teague Nall and Perkins, Inc., in the amount of$355,275.00 for the
schematic design of Golden Triangle Boulevard from Interstate Highway 35W to US Highway 377 as a
four-lane divided arterial street.
On December 12, 2006, (M&C C-21883) City Council authorized the City Manager to execute Amendment
No. 1 with Teague Nall and Perkins, Inc., in the amount of$1,711,431.00 for the final design of Golden
Triangle Boulevard from Interstate Highway 35W to US Highway 377 for a revised total contract cost of
$2,066,706.00.
On August 19, 2008, (M&C C-22981) City Council authorized the City Manager to execute Amendment
No. 2 with Teague Nall and Perkins, Inc., in the amount of$126,900.00 for the design of waterline
improvements along Golden Triangle Boulevard from Interstate Highway 35W to US Highway 377 for a
revised total contract cost of$2,193,606.00.
On June 9, 2009, (M&C C-23573) City Council authorized the City Manager to execute Amendment No. 3
with Teague Nall and Perkins, Inc., in the amount of$32,600.00 for providing additional right-of-way
exhibits, field staking right-of-way for franchise utility relocations, and the design of new traffic signals at
the Rancho Place/Crawford Farms intersection and future Park Vista intersection for a revised total
contract cost of$2,206,206.00.
On April 6, 2010, (M&C C-24140) City Council authorized the City Manager to execute Amendment No. 4
with Teague Nall and Perkins, Inc., in the amount of$51,000.00 to revise the alignment of Golden Triangle
west of Old Denton Road, provide additional right-of-way exhibits, revise the environmental documents,
and the elimination of the Park Vista intersection from the plans for a revised total contract cost of
$2,277,206.00.
On May 26, 2010, the City administratively authorized Amendment No. 5 with Teague Nall and Perkins,
Inc., in the amount of$47,000.00 to further revise the alignment of Golden Triangle west of Old Denton
Road, provide right-of-way staking for franchise utility relocations, and provide additional right-of-way
documents for a revised total contract cost of$2,324,206.00.
On February 3, 2011, the City administratively authorized Amendment No. 6 with Teague Nall and
Perkins, Inc., in the amount of$47,900.00 to redesign storm drains to resolve conflicts with existing
utilities and design streetlights for the project for the current total contract cost of$2,372,106.00.
Teague Nall and Perkins, Inc., proposes to complete Amendment No. 7 for a lump sum fee of$17,370.00
increasing the total contract to $2,389,476.00. City Staff considers this fee to be fair and reasonable for
the scope of services to be performed.
This project is located in COUNCIL DISTRICT 2, Mapsco 21 L, M and R; 22N, P, Q, L, M and 23 J.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current capital
budget, as appropriated, of the Street Improvements fund.
