HomeMy WebLinkAboutOrdinance 23251-06-2018 Ordinance No. 23251-06-2018 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AMOUNT OF$12,222,222.00, SUBJECT TO THE RECEIPT OF THE GRANT, IN THE AIRPORT GRANTS FUND, FROM GRANT RECEIPTS AND AN IN-KIND LAND MATCH, FOR DESIGN AND CONSTRUCTION OF TAXIWAY PAPA AT FORT WORTH ALLIANCE AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the amount of$12,222,222.00, subject to the receipt of the grant, in the Airport Grants Fund, from grant receipts and an in-kind land match, for design and construction of Taxiway Papa at Fort Worth Alliance Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 22928-09-2017 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the application for and acceptance of a grant, if awarded, from the Federal Aviation Administration in an amount up to $11,000,000.00 for design and construction of Taxiway Papa at Fort Worth Alliance Airport; 2. Authorize the use of land credits in an amount up to $1,222,222.00 for the City's in-kind local match of ten percent of the project cost; and 3. Adopt the appropriation ordinance increasing the estimated receipts and appropriations in the Airport Grants Fund in the amount of$12,222,222.00, subject to receipt of the grant. DISCUSSION: Each year Fort Worth Alliance Airport (Airport) receives discretionary funds from the Federal Aviation Administration (FAA). The Aviation Department is seeking Council approval to authorize application for and acceptance of a grant from the FAA for Phase 2 of the Taxiway Papa Design and Construction of Early Works. Phase 2 of the Taxiway Papa design will include professional engineering services for finalizing the plans and specifications for construction of Taxiway Papa from Taxiway Delta to Taxiway Foxtrot. Construction will be divided into multiple phases to match available funding. Early works may include earthwork, drainage, and utilities. The extension of Taxiway Papa, including new taxiway connectors to Runway 16R-34L at Taxiways Echo and Foxtrot, is needed to improve the safe operation of Runway 16R-34L. This provides Air Traffic Control flexibility to depart aircraft from the active runway quicker, reducing potential for runway incursions caused by aircraft still within the Runway Safety Area. This grant is not eligible for indirect costs. ADVISORY BOARD APPROVAL—On May 17, 2018, the Aviation Advisory Board voted to recommend approval of this action. This contract will be with a governmental entity, state agency or public institution of higher education: (Federal Aviation Administration).
