The purpose of this informal report is to provide an update on appearance issues at City Hall. The current
City Hall at 200 Texas Street was built in 1971. The building has undergone many renovations and upgrades
in the past 47 years, and is definitely showing its age. Structurally the building is sound, and the major
building systems are functioning as designed, but it is not very efficient or aesthetically pleasing. After some
lean budget years where functionality dominated the funding priorities, money is now being invested in
upgrading the look and feel of the building as well.
Preventive maintenance on the building structure and major functional components has been diligently
performed throughout the building's lifespan, but for several years virtually no carpet was replaced, very little
painting was done, and only broken or heavily water-stained ceiling tiles were replaced. Funds during this
period were diverted for critical maintenance and replacements of functional building systems, including
replacement of all chillers, boilers, and elevator controls. In 2016, with the creation of the Property
Management Department, a renewed emphasis was placed on taking care of our capital assets.
Since 2016, over $525,000 has been spent on these interior and exterior appearance improvements at City
Hall. These include:
• New seating and carpeting installed in the City Council Chambers for the public seating area,
• Upgrading or the lighting system in the City Council Chambers,
• Public restrooms on either side of the Council Chambers and on the third floor were renovated with a
modern appearance, including full ADA compliance,
• All four elevator cab interiors were completely replaced with more modern, durable materials. ,
• The sealed concrete floors on ground level were stripped, pressure washed, and resealed for the first
time in over 20 years,
• The carpet in the public gathering space outside the Council Chambers and around the second floor
atrium was replaced,
• Sidewalk pavers on the north and south end of the building were all removed, cleaned, and reset to
provide a safer, more level, and more pleasing approach to City Hall,
• A new set of flag poles were installed on the south end to reflect the change in address to 200 Texas
Street, with the south end now being the front door to the building,
• Landscaping that included exposed irrigation lines, bare spots, and dead plants on the east and west
sides of the building was completely removed and replaced with a more responsible, lower
maintenance, water-efficient landscaping design
This year, funds are budgeted to replace the large, outdated round concrete planter boxes on the north end
of City Hall, currently maintained by Downtown Fort Worth Initiatives, Inc., with a more attractive alternative.
Plans have been developed to place a series of benches in this area shaped like our City's Molly logo. The
benches are designed to also function as vehicle barriers to provide the same level of security for the building
with an enhanced, more welcoming look that is also functional for public gatherings. Inside the building,
windows looking into individual office spaces are frosted to present a more uniform, cleaner appearance. In
the FY2019 proposed budget, funds are included to upgrade the south side of City Hall to be more welcoming
with a marquee sign, expanded landscaping areas, and outdoor gathering areas. Additionally, janitorial
service has been increased to three days with two full time staff that continually monitor downtown buildings
for cleanliness issues. Once a week janitorial had become the norm during the leaner budget years

Looking forward to the FY2019 proposed budget, staff is recommending the shift of funds away from
functional systems, that have now been brought up to a normal maintenance cycle, to begin restarting
aesthetic based maintenance programs that include limited carpet replacement, painting and ceiling tile
replacements in General Fund facilities like City Hall. These activities can become ongoing cycle based
budgeted items as we move forward. Our citizens and staff deserve a more professional environment in
which to conduct business and with the investments made over the last couple of years, the building
maintenance program will be geared toward providing a between aesthetics and function.
