INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 10154 To the Mayor and Members of the City Council June 5, 2018 Page 1 of 1 RL i7 Y SUBJECT: UPDATE ON OLDER ADULT PROGRAM MOVE FROM rrn FELLOWSHIP CORNER TO SOUTHSIDE COMMUNITY CENTER AND THE DISPOSITION OF FELLOWSHIP CORNER This Informal Report provides an update on the proposed relocation of older-adult programs from Fellowship Corner, located at 1601 New York Ave, to the Southside Community Center, located at 959 E. Rosedale St., and to provide information on the disposition of the Fellowship Corner facility after the move. During FY2017, City staff conducted a comprehensive review of services provided for older adults in the Fort Worth/Tarrant County communities in an effort to identify funding and/or service delivery gaps. At the conclusion of the review, staff recommended that the City assume operational control for the programming then provided by Sixty & Better, Inc. at eight city community centers. Effective October 1 , 2017, both the Neighborhood Services Department and Park and Recreation Department assumed responsibility for the now re-named Best Years Club, which provides programs and activities for older adults at the following eight (8) community centers: Como, Diamond Hill, Eugene McCray, Fellowship Corner, Handley-Meadowbrook, Northside, North Tri- Ethnic and Worth Heights. The Property Management Department has assessed the condition of both buildings and has provided recommendations accordingly. As part of the recommendations, Fellowship Corner will be vacated because it is no longer economically feasible for the City to operate and maintain the facility. Staff does not recommend repurposing the facility for other City uses or leasing the facility to others because that would not relieve the City of the financial burden required to continue operating and maintaining the facility. All older adult programming will be relocated to Southside Community Center. After the relocation, City staff will begin the process for selling Fellowship Corner, which was originally built as a fire station. A direct sale to a qualified non-profit firm is possible; however, the facility is likely to be sold through an open bidding process. The following steps need to occur before the Southside Community Center is prepared to receive the above referenced program from Fellowship Corner: - 2-4 weeks to finalize the scope of work with the architect; June — July 2018 - 6-8 months to produce construction documents; July - December 2018 - 3 months to advertise, select, and award a construction contractor; December 2018 — February 2019 - 8-11 months of construction until the facility is ready for occupancy; March 2019 — December 2019.
